Authorities plan to capture 30 members of the gang that robbed ‘El Mulato’

Through the coordination between the National Police and the Attorney General’s Office, 28 raids are carried out from the early hours of the morning, where the capture of more than 30 members of the criminal organizations “El Socio” and “Los Culebros” is projected. , dedicated to the theft of motorcycles, people, residences, extortion and homicide of their victims in the middle of the robberies, and who are considered responsible for the theft registered this Wednesday to the artist Luis ‘El mulato’ Hernández.

The incident occurred around 2:00 pm, on Calle 7 with Carrera 31. There, Hernández was approached by four unknown men who beat him and forced him to hand over a chain, a watch and his cell phone.

The arrests will be made for the crimes of conspiracy to commit a crime, aggravated and qualified robbery, extortion, homicide and use of minors in the commission of crimes. These people have a large criminal record, even 2 of them have a house arrest measure.

According to the authorities, in parallel, the operation will affect their criminal economies, through the extinction of ownership of properties acquired in their criminal activity and the confiscation of vehicles used for the different events.

The modus operandi of the structures mainly took place under the modality of robbery of people throughout the metropolitan area of ​​Cali, outlining people with showy gold jewelry, which they approached with firearms on public roads or inside commercial establishments. In their medical records, they also committed theft from residences, which they entered, gagged residents and extracted goods such as waxes, safes and electrical appliances.

But motorcycle theft centralized its favorite act, especially by stripping citizens of high-cylinder motorcycles, based on a previous monitoring, defining different roles in the group, such as markers, monitoring of victims, drivers, bell ringers and others, gaining strength instrumentalization of minors between 15 and 17 years old, who were called ‘Cats’ and selected by the leaders for roles such as boarding victims and mobility of weapons, under the premise that they would not go to jail for being minors.

The association of relatives in these groups was identified, even with the actions of three siblings and the wife of a member of the organization-

Its dynamics allowed the theft of more than 200 motorcycles per month, most of them shooting their victims with the intention of ending their lives, committing homicide and personal injury attempts, being protagonists of events of connotation in Cali for the brutality in their actions, some of which, during the investigation, videos were obtained, giving an account of the violent activity.

Their actions were carried out preferentially at red lights after long periods of monitoring or when the motorcycles entered the homes of their owners. After the successful robberies, they proceeded to 3 lines for their trade: sale at prices lower than those of the market in Cali and nearby municipalities, ‘scrapped’ for sale by parts and finally, the collection for recovery, in a style of lightning extortion .

In this last modality, they called motorcycle owners to return it, demanding between 2 to 7 million pesos, depending on their commercial value. In the case that the documents were left in trunks, by means of these they identified the owners and their telephones, to carry out the negotiation calls.

In addition, they monitored social networks to contact the victims of theft who published the fact, before which a “businessman” told them not to be part of the organization, but to have the opportunity to contact the criminals, serving as an intermediary in the delivery of the motorcycle and payment of the agreed fee.

Its members from early hours were distributed around the city to hold passersby; Once some facts materialized, they supported each other to carry out the theft of motorcycles and serve as observers of stolen motorcycles, which they left for periods of 3 to 5 hours on public roads, until confirming that they did not have satellite tracking systems.

In the cases of robberies to persons, the criminal who materialized the theft was picked up on a motorcycle, and blocks later he got off the same with the stolen elements, boarding a car, in order to evade the control of the police, before the alert given by a theft committed on a motorcycle.

Its leaders had contacts in sites for the purchase and sale of gold, cell phones and household appliances, to receive these items.

Likewise, they had warehouses for the “scrapping” of the motorcycles and to hide those that were going to be sold in full, allowing several days to pass before taking them to the illegal market.
