Alejandro Gaviria, former Minister of Health and current rector of the University of Los Andes, said on Monday that the exclusion, announced by President Iván Duque, of vaccination for irregular Venezuelan migrants is a “Unethical proposal: it excludes the most vulnerable and discriminates in an almost threatening way against a group of people because of their nationality and immigration status.”

For Gaviria, the decision of the Head of State “not to vaccinate Venezuelans is a bad idea from an epidemiological point of view.”
Duque announced, also this Monday, that he will exclude from the mass vaccination process against covid-19 migrants in an irregular situation, who are around 55% of the 1.7 million people of that nationality in the country.
Duque, in an interview with Blue Radio, he warned that Venezuelans in the territory they will only be vaccinated if they have Colombian nationality or if they are up to date with immigration law.

“Those who do not have the accreditation of being Colombian citizens at this time, and who do not have their immigration status regularized, of course not” will be immunized, said the president.

Duque added that without these conditions the government would be “almost (making) a call for a stampede; for everyone to cross the border to ask to be vaccinated.”
The situation due to the high number of Venezuelans is very complex. As of October, there were just over 1.7 million Venezuelans in Colombia, according to the immigration authority, which estimates that 55% of them would be “in an irregular condition.”

In the midst of a greater speed of infections, the president emphasized that his “priority” will be the immunization of Colombians.
However, he explained that in the case of Venezuelans who are regularly in the country, the same criteria for vaccination will be applied as for nationals, that is, due to their risk status.
