The former magistrate and former secretary of the House of Representatives Angelino Lizcano appears in the collaboration matrix of a person who would receive a principle of opportunity from the Prosecutor’s Office, in exchange for collaborating with justice.

Lizcano appears along with seven other people against whom Kelly Andrea Eslava Montes is going to testify, linked to a criminal proceeding with the magistrate of the Cundinamarca Court Carlos Alberto Vargas Bautista for requesting or receiving gifts to intervene in administrative actions that were in the official’s office, including a case about the Jaboque wetland in Bogotá.

In addition to Lizcano, the defendant offers to testify against Judge Vargas Bautista, among others such as Alonso Ospina, Jorge Cortés, Lautaro Alberto López, William Rojas Mazo, Mario Huertas Cotes and Fernando Góngora.
They, says the Prosecutor’s Office, “are involved in the commission of facts under investigation. For this reason, the collaboration offered by Eslava Montes is relevant to the extent that he is a direct witness of what happened, which is why he is aware of the circumstances in which the criminal conduct took place and is able to serve as prosecution witness against eight 8 people who participated in serious acts of corruption. “

The witness and the magistrate Vargas Bautista were charged with the crimes of conspiracy to commit a crime, bribery, falsification of a private document, and abusive access to an aggravated computer system, crimes for which they pleaded not guilty.
Then, the woman began a negotiation and spoke “of the holding of several meetings in which a group of people (individuals, judicial officials and other public servants), they agreed on the results of the administrative processes that were going on at the Court ”. He also pointed out the names and the role that each of these people played.
The witness made accusations against individuals who participated in the acts of corruption, through payments to obtain a favorable judgment.
“These are Leonardo Rico Rico and Gerardo Gastón. In the case of former magistrate Lizcano, who would have incurred in influence peddling and bribery, a process is mentioned that would be in the office of the magistrate Vargas Bautista and from which 25 percent of the value of the possible damages that were ordered to be paid would be distributed. The former magistrate, the document says, was very close to Alfonso Ospina, a member of the Comfacundi Board of Directors, which was part of a Temporary Union that had an administrative dispute. It is noted that they were so close that Ospina’s daughter worked in Lizcano’s office.
