The Ministry of Defense delivered to the House of Representatives a document in which reveals the strategy that different armed structures such as the dissidents of the Farc, ELN and Clan del Golfo would be using to infiltrate the demonstrations in urban centers.
According to Blu Radio, the National Police have identified three criminal actors who “They activate their capacity for criminal incidence in urban centers, on the occasion of the exercise of the fundamental right to peaceful demonstration”.

The document states that these groups operate in 10 cities:
– Bogota
– Cartagena
– Barranquilla
– Cali
– Cúcuta
– Neiva
– Popayan
– Barrancabermeja
– Medellin
The ELN’s strategy would be focused on generating smear campaigns by the procedures of the Public Force and delegitimize the Government. His instructions would be to generate a “governance crisis,” the document details.
“Likewise, promote acts of protest and disorder at different points that do not allow the National Police to have a margin of total coverage and thus affect the capacity for reaction, response and support”Blu Radio quoted the document in question.
On the other hand, the Clan del Golfo would be using a strategy similar to that of the ELN, generating “a pseudo-political campaign” and disseminating leaflets rejecting the activity of the authorities in order to “make visible its strategy and validity in the territories.”
The Defense Ministry also explained that the residual Gao from the FARC dissidents have reactivated processes in the cities and they have support networks in urban centers, especially in Bogotá.
The infiltration strategy would be generated with the support of the Colombian Clandestine Communist Party or PC3 and the Bolivarian Movement, “Whose orientation channels are with structures that concentrate their influence in rural areas,” that is, dissidents that operate in Guaviare and Arauca, the document detailed.
The report delivered by the Ministry of Defense reveals that these armed groups finance influence, propaganda and logistics activities amid the demonstrations.
According to data from the Ministry of the Interior, between August 7, 2014 and August 7, 2020, 14,338 protests were held, including marches, rallies, mobilizations, strikes, blockades, hunger strikes, among others. From August 7, 2019 to October 25 of this year, the number rose to 25,870.
It should be remembered that after the violent protests of September 9, 2020, Minister Carlos Holmes Trujillo indicated that there were infiltrations by armed groups: “Infiltrations of the Eln, of the FARC dissidents and of other groups with different denominations of anarchists and terrorists that do nothing more than destroy public property and citizen infrastructure dedicated to security, as happened recently in Bogotá and other capitals ”.
