The cases of abuse of force by the police and the military that have become known in recent days and the possible refusal to apologize for the actions of Esmad in the demonstrations of November last year led the Minister of Defense, Carlos Holmes Trujillo , to a motion of censure in the Chamber, in which he exposes himself to lose his position.
The debate, requested by more than 20 congressmen, mostly from the opposition, will take place this Tuesday, October 6, starting at 2 in the afternoon.
That day, the summons will make the respective accusations and Holmes Trujillo must give the respective explanations.

According to the rules, a few days after this debate, the plenary of the Chamber must vote if the official’s responses to the questions of the summons were satisfactory and he can continue in office. If the majority of votes are not satisfactory, the minister must leave his position.

For the moment, as this newspaper was able to investigate, the votes to separate the minister from his position would not be enough, but we will have to wait for what news will be presented between now and that date, since the Chamber has shown that they are more critical of the Government than in the Senate.
What is the motion of no confidence?
The motion of censure is contemplated in paragraph 9 of article 135 of the Political Constitution and it can be applied to ministers, superintendents and directors of administrative departments by the Senate and House of Representatives.
The appeal can be requested for two reasons: the first, for matters related to the functions of the position; and the second, due to neglect of the requirements and summons of Congress.
The idea is that there is a previous debate, in which the official gives his explanations of the issues por those that are intended to censor and, according to the norm, a maximum of ten days later there must be a vote in which it is decided whether these arguments were convincing and the official can continue in his position.
What led to the motion of no confidence?
There are two lines that will lead this motion of no confidence in the House of Representatives.
The first of these are cases of abuse of force by members of the Public Force, both in 2018, during the student strike, and in 2019 during the national strike and in the demonstrations that took place in early September.
Also, congressmen question the defense minister for allegedly flouting an order from the Supreme Court of Justice on police abuse.
