One of the resources of political control that governments have to control the ministers of the office is the motion of censure, one of which was requested on the Minister of Defense, Carlos Holmes Trujillo, and will be carried out on October 13, in the plenary session of the Senate.
The main motivation for this motion is the official’s alleged breach of the law by not requesting the endorsement of the Senate for the United States advisory mission that has been taking place in Colombia for several months.
The appeal was requested by the opposition senator Jorge Enrique Robledo and, very surely, in the middle of the debate other political sectors will question the Minister on issues such as the abuses of some members of the forces and the ruling of the Supreme Court of Justice on social protest.

The motion of censure is contemplated in numeral 9 of article 135 of the Political Constitution and can be applied on ministers, superintendents and directors of administrative departments by the Senate and House of Representatives.
The appeal can be requested for two reasons: the first, for matters related to the functions of the position; and the second, due to neglect of the requirements and summons of Congress.

The idea is that there be a prior debate, in which the official gives his explanations of the issues for which he is intended to censor and, according to the norm, a maximum of ten days later there must be a vote in which it is decided whether these arguments were convincing and the official can continue in his position.

Otherwise, he will have to resign his position and leave the Government.
In the last two years, different motions of censure have been requested and applied against the Minister of Finance, Alberto Carrasquilla; the Transport Department, Angela María Orozco, and the former head of the Defense portfolio Guillermo Botero, who resigned days before the appeal was voted.
