An application that will allow the registration of zero kilometers cars online is the first step and the salvation table that brands and dealers would have in a few days to reactivate their sales in this crisis caused by the coronavirus.
EL TIEMPO learned that the ‘pilot’ of the application was in the testing phase this week, it was developed jointly between the Ministry of Transport and the National Single Registry of Traffic, Runt, and it basically removes the biometric footprint that has been dismissed by the potential spread of covid-19.
This means that a user can fully identify himself to the traffic authorities from his personal computer or smartphone for the purchase of new vehicles or the transfer of used cars, a mechanism already used by the Colombian banking system.

The digital footprint is one of the obstacles that dealers have today – with their windows closed due to the pandemic – to be able to sell vehicles through their digital platforms.
This is due to the fact that the current regulation, in order to guarantee the true identity of those who make a transit procedure of any kind, requires the fingerprint.
How does it work?
The first step is to validate the identity of the citizen without using the fingerprint. The system is similar to that used by banks, that is, from their home or office, the user enters the details of their ID, names, surnames, date of birth and date of issue of the document.
These data are compared with the Registrar. Next, the user must answer some questions about their financial history and then a secure code that provides a high degree of reliability is sent to them by text or email..
When the Runt verifies and verifies this information and fully identifies the citizen, it can immediately communicate ‘online’ to the transit agency that it has free access to carry out the procedure.

The tools exist
The reality is that the platform to carry out online traffic procedures already exists and works through the Runt, that is to say, today with the tools that this entity has you could buy – without leaving your home – your car zero kilometers in a virtual dealer.
For four years, the Runt has been prepared to make the leap towards online procedures, but the obstacles have been with the Ministry of Transport, which has not had the same speed to enter the digital world.
The Runt has the technical integration that would allow transit agencies in large cities such as Bogotá, Medellín, Cali or Barranquilla, –which already have the resources and technology– to provide their services online.
The problem is that the Ministry of Transport must, by legal norm, order the Runt the virtual operation, but this has to be done through a regulation and regulation that for now is not seen on the horizon.
EL TIEMPO also learned that several of these organizations, which in some cases are private, are willing to start operating since the closure of their facilities is causing them enormous losses, which, according to a source, would surely put them in the same debate. operating platforms like Uber, but are willing to take the risk.

As mentioned above, the Runt integrates all the actors involved in the registration process into its platform. This platform is interconnected with the National Tax and Customs Directorate, Dian, to verify the import, nationalization and tax procedures; with the National Registry (which already has a proven facial recognition pilot), with Confecámaras, dealers and the country’s banking system.
There are even mechanisms to leave behind the requirement of taking imprints (engine and chassis serial numbers) by resorting to the cumbersome carbon paper system and all the risk of contagion that this implies. To do this, they would resort to photographs that would be converted to PDF formats. The Runt can directly match those serial numbers with those that are on the Dian’s import manifests.
If the system is adopted, in addition to reactivating the sales of zero kilometer cars, It would drag those of used, since a large part of the market moves leaving the latter as part of payment.
In the midst of this crisis situation that the automotive industry and its entire production chain is going through, which generates more than 70,000 jobs, the solution is in sight.
