Without referring directly to the concerns of the mayor of Bogotá, Claudia López, about the return to work of some sectors of the economy next Monday, the National Government, through various ministers, began yesterday to speak about the doubts of the local president.
López sent a letter to President Iván Duke in which he told him that the re-entry of the construction and manufacturing sectors on Monday April 27 in the capital of the country “it would expose the hundreds of thousands of workers of those” and “their families to a very high risk of contagion”.
The mayor He referred to conversations he has had with the ministries of Health, Housing and Commerce about the pandemic, and he proposed to the President “a certain and gradual implementation” to reactivate the economy.
This gradualness, according to the letter, it would be in four weeks: in the first two, the protocols for safe mobility, public health and biosafety would be applied with the bicycle and construction sectors, in coordinated work with the Ministry of Housing ”.
During that time, a plan that allows its reactivation would also be agreed with the portfolio of Commerce, Industry and Tourism and with companies in the manufacturing sector.
And in the other two weeks “the impact and compliance of companies and works in the construction sector” would be evaluated and progress would be made in “the implementation of the agreed protocols for safe mobility, public health and biosafety with companies in the manufacturing sector” so that they are re-entering work.
In the hands of the mayors
Without referring directly to the letter from Mayor López, the Minister of Commerce, Industry and Tourism, José Manuel Restrepo, told EL TIEMPO yesterday that, indeed, the mayors are the ones who have the “responsibility” for “gradualness” with which this return from construction and manufacturing to the country’s economy is made.
According to Restrepo, the reactivation of manufacturing companies will be carried out “if and only if they comply with the biosafety protocols established by the Ministry of Health, and for the verification of this compliance, the mayors will be the protagonists”.
The Minister reiterated that the decision that these two sectors return to work is supported by a “super careful assessment” of the impact on health of its workers and that companies must rigorously apply the biosafety protocols developed for this step.
“The mayors, hand in hand with the business sectors, they will have to design mechanisms to comply with strict biosecurity purposes and, therefore, the Government only does that it opens the door to some subsectors, but they, as those responsible in their territory, have the key to gradualness, “said Restrepo.
Last night the president Duque insisted that the construction and manufacturing sectors will return from Monday under two premises: the protocols and their application.
“These two sectors will be entering gradually and responsibly, and as these protocols are adopted, those sectors are beginning to be reactivated,” said Duque.
