Audio of vandals who planned attacks on Bogotá – Investigative Unit

In a 4-minute audio, the step-by-step plan that was executed on November 21, 2019, to attack various points in Bogotá was recorded in the middle of the marches and protests that were registered in the capital.

The call is made by one of the leaders of the vandals of an urban cell who talks with alias Érika, a university student in charge of recruiting boys, who asks him to extend the attacks to the north of the capital, specifically, to Rosales.

In the audio, which EL TIEMPO reveals exclusively, it is clearly heard that the instructions come from emails that appear open in Bolivia, to avoid being traced.

“The strategy: concentrate, people in agitation and march from the Keneddy Hospital, from the 9th to distract the forces and let them act in a clash in the Portal and the 38th, Patio Bonito. After the hospital we will go down to support the Portal, where we wait for Ossa’s departure. Other groups will block the highway: surely there will also be a crash, “says Wilson Reinel Moreno, alias Martín, who is already captured, like ‘Érika’, identified as Érika Lorena Flórez.

Attack north

The audio has already been prosecuted and the judge who legalized the arrests of four of the members of the urban cell heard how Wilson Moreno says that the instructions come from Bolivia: “They are the addresses of the Bolivian organizations so they can send us news.”

In addition, it delivers emails and names of organizations that are behind the vandalism in Colombia: “Www, tatata, postal service, Crítica Independencia Bolivia magazine, collective Bolivia, Colectivo Clandestino ..”, is heard in the recording.

Wilson says people were already organized: “Everything comes from the south.”

At that moment alias ‘Érika’ asked him: “Didn’t anyone organize anything for the north? In Rosales (..) That’s where those malpari live … Lose your expression”.

“Of mine, no. There they are giving me the organizational issue”, says Wilson Moreno and she responds forcefully: “You have to move a march that takes the north, like Los Rosales.

Dijin intelligence officials told EL TIEMPO that a second phase of the investigation is coming and that two key captures are pending.

“They are two young men in charge of recruiting university students to promote vandalism so that they join the residual organized armed groups (Gaor), “said one of the researchers.

None of them are more than 25 years old and they went from being simple sympathizers to militants of these urban cells.

The reason: We want to establish the database entry footprint of Miguel Andrés Parga, one of the indicated leaders of that cell.

The people who have been prosecuted so far are Justo Ernesto Villarraga Trujillo, alias Justo, 73, accused of recruiting and selecting young people, as well as programming illegal activities.

There is also Érika Lorena Flórez Durán, alias Érika or Katara. Indicated to place students in the public and private universities of the city, and stimulate their participation in vandalism.

Also, Greyssi Alexandra Perilla, aka La Pola. She is credited with promoting the creation of the ‘collective’ and defining an alleged intervention protocol in the mobilizations, disorders or clashes that are generated. And Miguel Andrés Parga, alias El Profe.

The evidence shows that it would be an active record in the planning of disorders, the convocation and the coordination of the people who participated.

None of them accepted the charges against them: terrorism, conspiracy to commit a crime, disruption in public, collective or official transport service; obstruction of public roads, violence against public servants and damage to someone else’s property.

This Thursday a judge of guarantees will define whether or not to send the detainees to prison.
