The first case to which the mayor referred was the alleged authorization of a payment for more than $ 25 billion that the Mayor’s Office would have made to Aguas de Cartagena (Acuacar) with an alleged fake certificate. The money is related to the accident due to the sinking of the Submarine Emissary in the Caribbean Sea in 2010. According to the president, once there was the mishap, the insurance policies were applied and a controversy began, since the District alleged that the money was of them, while Acuacar said the opposite, that the money was for the company. Dau explained that the dispute ended in an arbitration award in favor of the Cartagena District, however, he assures that the Secretary General of the previous administration, Martha Seidel Peralta, signed a transaction agreement with Acuacar on December 4, with a certificate ” false ”made by former official Nayib Tapia.
“Martha Seidel committed several crimes, multiple crimes by signing this document. “We believe that as this administration used those money to incorporate them into the budget, they are surely receiving complaints from Acuacar, it may be, and they are trying to create a scenario of irregularities to justify money that the District in previous administrations has recognized for the debt to Aguas de Cartagena for the handling of the claim, in such a way that it is clear that in 2019, the obligation was not recognized, which came from a long time ago, and no payment was made, the current administration is the one that has made use of those resources ” , said the former mayor (e) of Cartagena.
2. Millionaire payments to individuals
The president also referred to an alleged modus operandi implemented by Jorge Carrillo, former head of the Legal Office of the Mayor’s Office, who, according to him, on two occasions would have asked judges not to hand over money that corresponded to the District, to the Mayor’s Office accounts. , but to individuals.

Dau also reported that he filed a complaint against the former Familias en Acción district link, Jaqueline Perea, for the alleged theft of computer equipment.

4. Reintegration of an official
The president of Cartagena also explained the dismissal of the wife of the councilman, currently suspended, Óscar Marín, who worked in the Ministry of Finance and seized the District (Hermelina Meñaca).
