Today one of the largest and most important infrastructure works in the country is inaugurated, the Tunnel of the Line. However, the history of this project was marked by delays, cost overruns, and even possible cases of corruption.
In principle, and according to a letter that the entrepreneur in the building Felipe Collins sent the president, Iván Duque, contract 3460 of 2008 had a value of $ 629,052 million and a total term of 70 months, that is, the tunnel should have been inaugurated in 2014.
When that contract was terminated in 2014, due to not having given budget availability and not due to expiration, the consolidated progress, between the dual carriageways and the main tunnel, was 92%, according to the Unión Temporal Segundo Centenario (Utsc) and 88% , according to Invias, advances that were executed and paid with the sum of $ 975,511 million $ 346,459 million more).
As for the missing (12%), which has an average cost of $ 860,000 million. According to Utsc, the work could be executed with $ 105,000 million and this was made known to the former president Juan Manuel Santos.
In the letter, Collins noted that Invias replied with a denial of the proposal and opened an abbreviated selection for $ 224,000 million, which was awarded to a single bidder (Conconcreto and CSS Constructores), signing contract 806 of 2017 for “the Completion of the Line Tunnel and the second Calarcá-Cajamarca road “.
Already at the beginning of the Duque Government, the Ministry of Transportation requested an additional $ 620,000 million, claiming a study paid by Conconcreto to the consultant Ingetec (controller in the Hidroituango project), which the signatories of the letter classified as “a clear lack of ethics” .
Based on this study, the sum of $ 119,000 million was added to contract 806 and, subsequently, an addition of $ 20,000 million, but three additional bids had to be opened for an approximate value of $ 460,000 million.
By making the sum for the completion of the remaining 12%, the letter says, to date, together with the auditing contracts, approximately an additional $ 860,000 million have been committed and the project will be completed until April 2021 (53 more months) from the date of termination of contract 3460 of 2008.
“For the brevity of this letter, in the next few days we will be sending you a detailed summary of the development of all the contracts involved indicating the cost overruns so that you can see which contractors are attributable to and you can help us by ordering the referral to the respective control entities Since the various complaints filed by the directors of the Utsc, copies of which we will also attach, have not made any progress, “says the document.
