The Barranquilla mayor’s office came out this Tuesday afternoon in response to the information provided by Electricaribe regarding the fact that a court ordered the District to pay a debt of 45 billion pesos.
The Mayor’s Office of Barranquilla insisted on describing the company’s position as “impudence”, emphasizing that the claim is covered by an agreement signed several decades ago and that it was presented as news, which is only a judicial proceeding.

. “Electricaribe insists on charging for a subnormality that, not only did it not correct when it could, but it misused the resources that the State sent it for that purpose, according to the findings of the Comptroller’s Office,” says the communication issued by the District to respond to the company, in which it ensures that the Comptroller’s Office also found findings in charges above what is owed to users of subnormal neighborhoods.
Thus, the Mayor of Barranquilla explains that the judicial process is just in its initial stage and he assured that he has already filed an appeal for reconsideration in what it considers substantial errors of the claim and of the procedure granted before the civil jurisdiction.

Electricaribe’s claim
For its part, the company indicates that since last July 27 andhe Fifth Civil Court of the Barranquilla Circuit issued a payment order in favor of Electricaribe and against the District for more than 45,392 million pesos.
In the communication, the company states that: “In agreements signed with Electricaribe, the district administration agreed that ‘the municipality will be jointly and severally liable for the fulfillment of the obligations of the community subscriber ‘, that is, by the energy consumed in the subnormal neighborhoods of the city. The debt of this obligation, as of July 2020, already exceeds $ 61,742 million pesos “.
During this year, the collection in subnormal neighborhoods does not exceed 3.8 percent of the value of the energy consumed in these sectors.
It must be clear to everyone that this debt will not disappear with the arrival of the new operator of the Caribe Sol market, on October 1, and the District will be responsible for its cancellation.
Of the more than 3,195 million pesos that have been invoiced to date in these sectors, Electricaribe has only been paid 123 million. “This collection has been deteriorating in a worrying way: in 2018 it was 8.2 percent and in 2019 it was 7.2 percent “, says the company.
The lawsuit filed by Electricaribe against the District of Barranquilla to make effective the payment of these more than 45 billion pesos in energy from the subnormal neighborhoods, was presented after several years of conversations with the administrations of this capital, which have the responsibility to respond jointly and severally for your payment.

Electricaribe’s Special Agent, Angela Patricia Rojas Combariza, stated that: “it must be clear to everyone that this debt will not disappear with the arrival of the new operator of the Caribe Sol market, on October 1, and the District will Cancellation. Electricaribe has bought and supplied subnormal neighborhoods for several decades with all the energy that their inhabitants have consumed.
