To avoid errors in its processing, as explained by the Secretary of Government, Luis Ernesto Gómez, the draft agreement 277 of 2020, or called the Marshall Plan for economic recovery for the country’s capital, was withdrawn from the Bogotá Council.
As explained by the official through his Twitter account, this decision was taken to avoid processing defects “due to the inadequate accumulation with other projects.” He added that they will present it again on September 10 in extraordinary sessions.
It transpired that the District’s argument is that the Bogotá Council decided to combine this project with other projects, even though, according to the Administration, the projects that generate tax benefits are exclusively the initiative of the Mayor’s Office.

In his communication to the Council, Luis Ernesto Gómez explains that another defect that the Administration found was that “this draft agreement was not granted the guarantees provided in the Council regulations (…) such as the draw and the appointment of opponents “.
To avoid processing defects in the “Marshall Plan” Economic Reactivation Agreement, due to the inadequate accumulation with other projects, we have decided to withdraw it today.

And it adds: “The Administration considers that the General Secretariat appointed as speakers the councilors Rolando Alberto Gonzáles García and Humberto Rafael Amín Martelo, in addition to the councilors Susana Muhamad and Julián Espinosa, exceeding the maximum number of speakers established in Article 68 of the Council Regulations, which shows a flagrant violation of the regulations. “
Faced with these accusations, the president of the corporation, Councilor Carlos Fernando Galán, stated in conversation with EL TIEMPO that the Secretary of Government is blaming the Council for his mistakes.

“Both the General Secretary and the Presidency of the Council act in accordance with the regulations and taking into account precedents of the corporation,” said Galán, who added that “The Mayor’s Office and the Secretary of Government must assume responsibility for having filed those projects late so that they were debated in the ordinary sessions of August, and not wash their hands blaming others as is their custom. “
Galán added that there is a history of initiatives on issues that are exclusive to the executive, which have been accumulated with projects by councilors. Some of them were the creation of the stamp of the District University, which had initiatives of lobbyists that were added to that of the mayor on duty; or the project in 2016 of councilors for the creation of the Secretary of Security, which was added to that of the District, among others.

The councilor of the Democratic Center, Andrés Forero, said that he hopes that “the new project announced is not another covered tax reform”, adding that: “what is unacceptable is that they try to cover up their lack of authority by holding Carlos Galán responsible, to the regulation “.
