Alejandro Ramírez, who until last week served as executive director of the Military Criminal Justice, assured in dialogue with EL TIEMPO that his surprise departure from office could be due to the investigations and complaints he had been making, and that “certain disliked people”.

Ramírez issued a statement on the morning of this Wednesday about his departure from said Justice, and told this newspaper that the meaning of it is that it must be clear “that my way of proceeding as head of office was always correct, adhering to the law“
He stated that he was very proud of the achievements he obtained in the Colombian Criminal Justice. “It seems to me that versions harmful to my reputation have spread and I cannot bear those false considerations.”

The former official indicated that he carried out a work to recover the military criminal jurisdiction, which made him deserving of several criticisms, which he described as a normal event. “But you can never affect a person’s honor by saying that they were inexperienced, or that they had acted irregularly.”

Investigation against General Zapateiro generated annoyance
Ramírez pointed out that they tried to affect his honor, due to the actions he was carrying out, “cases that most affect the confidence of citizens in the military and police. “
When asked about the investigation for embezzlement against the current Army commander, and if it could generate inconvenience, he replied: “I am sure it was. And I am very concerned that nothing was said despite the fact that we informed the authorities of this investigation.That seems very serious to me. “
He stated that he could not provide details about that investigation, because he would be violating the summary reservation, “not even now that I am not in office. I am a lawyer and I respect the independence and autonomy of our judges.”

The former director assured that he was aware of said investigation because he knew that “the judicial headquarters where that process was located were assaulted, and that set off the alarms. They wanted to steal the files, that was last year, more or less in September.”
He said that the judge in charge of the process told him that they were surely after that file, and that “he was planning to compile evidence before the Supreme Court of Justice, and thus he proceeded with complete autonomy and independence,” he told EL TIEMPO.

COMMUNIQUE TO THE OPINION.
1 – I accepted the Government’s appointment to the position of Executive Director of the Military Criminal Justice, after having advanced a campaign based on the fight against corruption and with the hope of recovering the credibility of the institution and providing legal security to the members of the public force, in a complex conflict that still exists, as established in the National Development Plan.
2 – I adequately accredited the qualities required by the position: my experience as a trial lawyer, of course at the forefront of the tasks in the private company and my professional studies, as a lawyer, specialist in negotiation and MBA from the Universidad de los Andes.
3 – I found a jurisdiction with 59 vacancies among 273 offices, 9 of them magistrates before the Superior Military Court, which are inexplicably maintained today. Likewise, an accumulation of transfer requests repressed for more than 5 years without any response from the firm. We lack military criminal judges for the areas of greatest conflict of public order in the country. 70% of the transferred officials agreed with this decision, the remaining 30% must leave their comfort zone.
4 – With transparency, we activated the control entities to investigate the responsibility of the holders of judicial offices that had serious processes for embezzlement against senior members of the public force. In the same way, we project the Special Instruction Units for crimes of embezzlement as well as the serious case of the safe-conduct before the commander-in-chief of the military forces, a required authorization that until today has not been able to obtain to initiate said investigations.
5 – At the request of Commission II of the Chamber, I certified the existence of a process for embezzlement against the Army commander, General Eduardo Zapateiro, an investigation that is ongoing.
6 – I abide by the Minister’s decision to remove myself from office: which I do not accept under any circumstances, that such decision is attributed to irregularities of any order.
