This is legislative decree 639 of 2020 announced a few days ago by the Government in the framework of the social and economic emergency.

This Friday the legislative decree 639 of 2020 was signed, through which the National Government set the conditions and regulated the subsidies to the payrolls of companies in the country that during the pandemic have had a decrease of at least 20% in their turnover.
This measure will subsidize the equivalent of 40% of a minimum wage to all workers in companies with these conditions, in order to protect jobs and give oxygen to employers (download the decree here).
The announcement was made midweek, at the time that President Duque announced a new social and economic emergency in the face of the crisis that the country is experiencing due to the coronavirus.
