Andrés Felipe Arias Leyva is being held in this military garrison after being secretly extradited from the United States last year. The former official is waiting for a Decision Chamber within the Criminal Chamber of the Supreme Court of Justice to resolve the challenge that he presented against the sentence that was imposed in 2014 for contract crimes without compliance with legal requirements and embezzled by appropriation.

The sentence was handed down for having processed and concluded, as head of the Ministry of Agriculture, the technical and scientific cooperation agreements 003 of 2007, 055 of 2008 and 052 of 2009 with the office in Colombia of the Inter-American Institute for Cooperation on Agriculture (IICA ), in the Agro Ingreso Seguro program. The Supreme Court determined that those contracts, in which there were irregularities, allowed individuals to appropriate money from the State.
