According to the Polo senator, the high commissioner for Peace has leaked confidential documents on the talks with the ELN.
Senator Iván Cepeda sent this Sunday an explosive letter to the High Commissioner for Peace, Miguel Ceballos, in which he accuses him of leaking to the press documents on the peace talks between the Colombian State and the Eln in Cuba on “those who should weigh a reservation ”. The senator refers to the publication of Revista Semana, in which they report on alleged movements of the government of Juan Manuel Santos to send Nicolás Rodríguez Bautista, alias Gabino, to Cuba.
Cepeda points out to Ceballos that, from his position, “do the greatest possible damage to the approaches that allow peace and reconciliation, violate the international commitments acquired by the Colombian State in this field, sow mistrust with lies, cynically circumvent acquired commitments with instances of the international community, as well as undermining the support of the guarantor countries of these processes ”.
In that sense, he mentions several facts that, in his opinion, are contradictions of the High Commissioner for Peace, such as the ignorance of the commitment to extend the authorization of Gabino in Cuba or the disavowal of former senator Everth Bustamante, who traveled to Cuba to talk with the ELN delegation in that country. “You publicly denied having authorized those trips when they were recorded by the media, and even threatened to request that your own emissary be investigated,” says Cepeda.
He also criticized Ceballos for celebrating the fact that the United States once again included Cuba in the list of countries that collaborate with terrorism and warned that leaking confidential documents has criminal consequences.
“As you know, article 418 of the Penal Code states: ‘The public servant who improperly discloses a document or notice that he must keep secret or confidential, will incur a fine and loss of employment or public office.’ Such a definition could be applied to what happened with the leak to the press of documents that are in charge of his office, since they concern the development of efforts to guarantee peace, ”says Cepeda.
Ultimately, for the opposition senator, Ceballos seeks to prosecute peace efforts, but that, if it comes to finding criminal or disciplinary responsibilities, Ceballos himself and the President of the Republic, Iván Duque Márquez, should really be investigated for facts such as those mentioned. “The approaches that were promoted with the ELN without their having taken office, the leak of confidential documents that are in their charge. Of course, these investigations should take place under the assumption that they would be carried out by impartial officials.
But before any criminal responsibility, Cepeda points out that Ceballos’ actions deserve a “moral condemnation.” “In reality, the aggressions carried out by public servants against peace fall into the category of the most base actions that can be carried out in political life, since they prolong the armed conflict and cause compatriots to continue dying every day due to violence. ”.
And he concludes: “Without a doubt, as I have told you in public debates, the name of the position you hold conceals your true condition: you, in reality, are an enemy of peace in our country.”
