How beneficial is the new transportation subsidy in Bogotá?

This article compiles the increase in the number of Transmilenio, Transmicable and SITP tickets that Bogota citizens will have benefited from transportation assistance, as well as the population with preferential rates. Is it enough or is it insufficient?

In every year, the debate on the minimum wage is one of the most sought after, and with just cause, since it seeks a balance that benefits workers (in accessing their needs for the consumption of products and services) and employers (who assume the operational costs of their companies and generate employment opportunities). Whether or not that level is reached on the scale is a topic of discussion that always arouses opinions.

This year, he was the president Ivan Duque who made the announcement of this increase, establishing the new minimum wage at $ 908,526, which reaches $ 1,014,980 if transportation assistance is included, which is $ 106,454 and is only received by those who do not earn more than two minimum wages.

Only transportation assistance registered an increase of $ 3,600 when compared to the previous one, which was $ 102,854. In real terms, how beneficial is this increase for the vast majority of Bogota citizens, who travel in mass transportation systems?

To begin with, it is a gain, since, for the time being, the District does not have in its plans to increase the rate of the Transmilenio system. Thus, 2021 continues with the same values: Transmilenio and Transmicable, $ 2,500; SITP $ 2,300; Your Key card $ 6,000. Transshipments also continue with the same price: between services trunk to zone, or zone to zone $ 0, and from zone to trunk $ 200.

This means that the new transportation aid reaches 42.5 Transmilenio tickets and 46.2 SITP tickets, not counting transfers. In sum, with this increase, 1.44 more tickets for Transmilenio and 1.56 SITP tickets are obtained each month.

Another way of understanding these values is that, both for Transmilenio and for SITP, the transport assistance satisfies the expense that a person would have who, to get to work, uses a round trip per day. In the case of Transmilenio, there would be $ 6,454 a month left over, while in SITP there would be $ 14,454 left over.

Keep in mind that for those who transfer a day from the zonal service to the trunk, the same calculation applied to Transmilenio. There is a time limit for this, which is 110 minutes after the entry has been registered and a maximum of two can be made, before the full rate is charged again.

If, on the other hand, the person works from Monday to Saturday, the transportation subsidy would not be enough to make the same trip, since he would have to put $ 13,546 of his salary if he travels in Transmilenio, and $ 3,946 if he does it in SITP.

However, it must be taken into account that many Bogota citizens would be saving these expenses. due to the implementation of teleworking in their companies. According to data managed by Transmilenio, this year there was a 50% decrease in ticket validations, but this cannot be understood as that 50% of people are working at home, since it must be considered that the system was put a capacity limit.

There is also the question of whether a worker works at home, should the employer pay the transportation subsidy? The viewer he consulted the labor lawyer Victor Julio Díaz, who argued that no, but he should be paid a connectivity subsidy, which will cover expenses related to the internet and other public services. This is equal to the same value and is also for those who earn less than two times the minimum wage.

For this new year, the preferential rates will remain the same: for adults over 62 years the Transmilenio service costs $ 2,160, while the SITP 1,980 (these rates only apply up to 30 trips per month). Which translates into savings of 1.6 tickets and 1.8 tickets, respectively, when compared to the transportation aid for 2020.

People with disabilities receive a subsidy of $ 25,000, which is paid monthly to the Tu Llave Plus card. Finally, for Sisben beneficiaries (between 0 to 30.56 points), a ticket on Transmilenio costs $ 1,800 and one on the SITP $ 1,650. For them, the new increase in transportation assistance translates into two additional tickets for Transmilenio and 2.1 for SITP, per month.
