There is also a third group that is the pendulum population that is the one that comes and goes to the country, that neither from the legal framework, nor from the technical considerations, is there an obligation to attend to them, ”he said.
The Minister reiterated that this pendular population, despite the risk it represents, cannot be vaccinated against covid-19, “these populations will not become active subjects of the vaccination to the extent that they do not generate herd immunity, but they can cause us a congestion in the services “, he indicated.
He stated that a vaccination program must be structured taking some reasonable exceptions such as those that are occurring in these cases with this population.
