Three million eight hundred fifty thousand pesos was what officials of the Mayor’s Office of Marinilla (Oriente de Antioquia) found a 54-year-old woman in a street condition, on December 7, when she remained next to the creek La Marinilla, occupying a public space on a bike path in the municipality.
Due to their presence, they had already received multiple complaints and reports from the community.
Verónica Giraldo, the municipality’s Family Secretary, clarified to EL TIEMPO that the woman’s money was not detained, seized or confiscated, but only guarded while she received psychosocial care.
The facts are reported at 5:00 in the morning on the day of the Velitas, when the intervention began.
Dona Miriam, as they say to the older adult, was found at least six boxes, jars, and containers full of money. Due to the size of her belongings, the Municipal Administration had to hire a car to move them from the place, while they convinced her to receive care and be transferred to a care center.
“We took her to the hospital for a psychiatric assessment to be carried out and to have the elements to enter one of the institutionalized elderly care programs, in a specialized care center for adults with mental problems,” Giraldo explained.

In the middle of the operation, the woman indicated to the officials that they could throw away their belongings and while they were doing this review, they found coins of all denominations, and bills between 1,000 and 50,000 pesos.

And he added that, seeing the situation, the responsibility was also to guard the money of the lady, a process in which the Personería de Marinilla was the guarantor.
“I want to attest that the Personería never had the money, nor did it withhold it. That day they proceeded in front of the woman to count the money and that same day it was handed over to her ”, stated the official, Rodrigo Echeverri.
During the counting of the money, other street dwellers claimed to be the owners of part of the amount found, according to Echeverri.
Finally, twelve hours later, that is at 5:00 pm, the older adult was admitted to the San Juan de Dios Hospital in Marinilla, where they performed several tests, including the covid-19.
Previous interventions
According to the Municipal Administration, its officials had already been trying to provide care to the lady directly for two months, so they were offered options such as staying in a hotel, or transferring her somewhere.

In fact, in the month of April, it was the first attention, right at the beginning of the compulsory confinement by the covid-19, at which time she was placed in a hotel and received by the municipality of La Ceja (also in the East Antioqueño), where she is from, but “she doesn’t like to be in a place of care, she likes to be on the street. This is what the family also expressed, ”Giraldo said.
He added that the woman at times became aggressive, so when they saw that they could not convince her to be taken to another place for their attention, they made the decision to go with all the institutions: Secretary of Government, Secretary of Family, Secretary of Health, Personería, Family Police Station and the accompaniment of the Police.
“We concluded that the lady could not stay there: one, because it is a public space, two, because it is necessary to guarantee her rights, so this joint attention was made between the secretariats. Marinilla is a cold climate, there has been an impressive rainy season and the lady was sleeping in the street, next to the La Marinilla stream. It is extremely cold, ”the official stressed.
What happened to the lady?
Among all the woman’s belongings there were several telephone numbers written on the papers to which Administration officials were communicated, who identified that she had relatives in the municipality of La Ceja, in Medellín and in Cali. The first they were able to contact was Frank, one of his 28 siblings, who contacted the other relatives.

Thus, on Saturday morning, another sister picked up the older adult from the hospital and took her to the city of Cali.
Apparently, it happened just when his negative covid-19 test was confirmed and his transfer to the center where the elderly with mental illnesses are treated was coordinated, because after the medical evaluation it was found that he did have these conditions.

She was handed over all the belongings, a certificate and an inventory were made and she verified the existence of the money. At the moment, Mrs. Miriam is in Cali, with her family, she took all her things including money, “said the official.
According to the Mayor’s Office of Marinilla, the municipality has a Public Policy for the Elderly, aimed at all older adults, that is, people from 55 years of age. In the Centro Día program they serve 2,000 older adults, with cultural programs such as dance, theater, band, cooking, jewelry, physical activity courses, and psychological and gerontological care.
