The indiscipline of citizens in the face of biosecurity measures and preventive isolation, continues to represent a high cost for the health sector in Cúcuta.
The Intensive Care Units in the north-eastern capital of Santander, register an occupancy of 98% and the Erasmus Meoz University Hospital, is already in overcrowding. In addition, Norte de Santander ranks third among the departments with the highest fatality due to COVID-19 in Colombia.
Despite the alarming figures, the measures adopted by municipal and departmental authorities and the desperate cry of health workers, Cucuteños continue to ignore it.
Downtown Cúcuta is one of the sectors with the largest agglomeration. Thus, The municipal administration, headed by Jairo Yáñez, established a pedestrianization of the sixth avenue between 10th and 7th streets, in order to prevent the roads from being clear, and in this way citizens have more space to transit. However, the measure does not appear to have an effect.
The local president said that a forecast of humanitarian aid is already being made, so that, in case the contagion figures do not decrease and the hospital occupation continues to be on a red alert, Cúcuta enters a total quarantine.
Yañez also pointed to the fact that there are still no effective controls at the irregular border crossings, which does not allow an account of who is entering the city. For his part, in the most recent visit to the region, the country’s president, Iván Duque, stated that the border will remain closed.
“We are in the middle of a pandemic and in Venezuela there is no epidemiological or infectious control; We do not know the intensity and severity of the virus there and we have 98% of the Intensive Care Units in Cúcuta occupied. So, in this we have to prioritize life and health, over simply making a decision that later ends up completely exhausting the ICUs and that we do not have the capacity to respond ”, he said.
For its part, the medical union continues to insist that the authorities take drastic measures to control infections. Dr. Arturo Arias, an intensivist physician, mentioned thatContrary to what has been pointed out, the fault lies not with the citizens but with the State and the territorial entities in charge of controlling the pandemic.
“For me it is insufficient what is being done and what should have been done in March and was not done. Our medical group made certain recommendations to the authorities based on scientific acts and they did not take us into account, but they ignored us, they made their Unified Command Posts and took actions that were not conducive, ”said Arias.
The intensivist affirmed that locking up or not locking up people will not have any effect, since “what is going to happen is already written” and the concrete and accurate actions had to have been taken in March, therefore, he calls for the Mayor of Cúcuta and the Government of Norte de Santander to take the recommendations of the medical college and be the right people to make decisions, because “politicians think differently from us clinicians,” he said.
Sanctions imposed in pandemic
Citizens continue to complain about the lack of control by the police authorities regarding the new measures decreed by government entities, stating that the curfew is not being observed and people continue to circulate without any type of restriction.
However, from the Metropolitan Police of Cúcuta, it was reported that, from March 17 to December 14, 2020, Around 32,289 submissions have been imposed in the metropolitan area, of which 24,589 were made in the north-western capital of Santander.
It is followed in second place by the municipality of Los Patios, with about 3,708 sanctions, then Villa del Rosario with 2,510, El Zulia registers 835 and finally San Cayetano with 535.
The authorities continue to insist on compliance with biosecurity measures, self-care and avoiding leaving the house unless it is strictly necessary.
