With 18 votes for yes and one for no, the District Council approved the motion of censure against the Secretary of Planning, Guillermo Ávila.
Among the arguments is that the secretary has not fulfilled the functions of the position such as liquidating the POT Moderno agreement between the District and Fonade (now EnTerritorio) due to the breach of the object.
Despite Ávila’s explanations, the councilors questioned that he was fulfilling the role of “Fonade’s lawyer instead of Secretary of Planning.”
“Everything you said is outside the norm and you would think that you had forgotten that there was a partial liquidation, some minutes (…) You are the one who must act as supervisor, you have to unmask, say what was wrong, but no, everything that comes from Fonade is fine, and if this is the case, I would say, in my opinion, that a lack of knowledge of the contractual obligations is being demonstrated because it received products that do not work, ”said the councilor, Cesar Pión.
In turn, he reproached Ávila for having participated in other processes for public office. “I don’t see a record that shows me that you were active to say that you love Cartagena. While he is in office, he is competing for other positions, but if I am a responsible man I do not contest where I cannot aspire, life is not for that.
Another argument given by Javier Julio Bejarano, Sergio Andrés Mendoza and Luder Ariza, who voted positive, was that the POT socialization tables do not have a territorial diagnosis, which allows participation and deliberative dialogue.

No official, the vast majority, starting with the head, have the ease of listening, they do not have that characteristic of a public official, nor kindness, nor courtesy. This leads to an administration with inoperative and inefficient officials, ”said Óscar Marín.

Faced with the questions, the secretary said that “during these almost 11 months I have given myself the task of working every day in favor of saving Cartagena from all that urban disorder it has, and one of the fundamental elements is to have a new POT That is why teams have been formed, we have worked together, goals were formulated in the Development Plan, it is a challenge not only for the administration but also for the Council ”.
Finally, he thanked “the people of Cartagena and Cartagena who trusted me.”
