The Minister of Health, Fernando Ruiz, assured that there is an impossibility from the health point of view to comply with the ruling of a judge who requests PCR tests from international travelers who enter the country, because it has economic and health effects and “what will proceed now will be the filing of the challenge of the ruling and the process will continue,” he said.

“Contempt is a manifest attitude of ill will, negligence, seeking to obstruct or conscientiously deceive justice and this is not our situation. Ours is the impossibility from the point of view of health and defense of public health in this country to be able to apply a ruling that generates an extreme situation in the face of public health policy, ”Minister Ruiz explained in a statement.

According to Ruiz, the country has been facing the pandemic for more than ten months through different measures, he indicated that a quarantine for 120 thousand people who travel each month represents effects on the mental health of people. In turn, he argued that there are certain factors such as unemployment and poverty that have important effects on health.

“The economy and health have to move harmoniously always guided by epidemiological considerations and that is what we have done in the country,” Ruiz pointed out.

“The critical debate is to what extent individual rights in a pandemic could have limitations, how the right to health competes with that of work and mobilization. This falls within the field of public health, which includes collective interventions, policies aimed at the entire population, ”said the Minister of Health.
