The supply of food baskets for boys and girls between 0 to 6 years old, as help for low-income families affected by the compulsory general isolation experienced in the country during the months of March to August 2020, met a new case of corruption revealed by Comptroller General of the Nation, which established a alert for diversion of said aid to deceased individuals or who pretended to be guardians of minors in different areas of the country, among other situations.
In total they were 69 alerts in the national territory during the time of the first peak of the pandemic.
Deliveries were made by contractors from Colombian Institute of Family Welfare to community mothers and service-providing institutions, and its objective was to provide food for boys and girls aged 0 to 6, through hand-managed spreadsheets, which were, later, the basis of the investigation that allowed the entity to establish the alert.

The dead eat
According to the Directorate of Information, Analysis and Immediate Reaction of the Comptroller’s Office (DIARI), one of the discoveries was to find that 15,580 attendants of the program are reported as deceased by the Registrar’s Office.
In Chocó, where 37 food baskets were delivered, 16 minors received them, and they are also reported as deceased by the entity.
In Nariño, the same case was presented with 2 minors deceased.
Large families distributed in municipalities of the country
Another case was that of guardians who filled out forms for more than 150 minors in different regions of Colombia.
For example: In Chimichagua, Cesar, a beneficiary received food baskets for 172 of her “children”, and later managed others for the municipalities of Fundación, Magdalena and Buenaventura.
Another case: that of the “political” uncle of 134 minors, that he received all the rations, without distributing them to his “nephews”.

The findings are also related to the food logistics chain, carried out by contractors from the Colombian Family Welfare Institute.

For the DIARY, the amount of this case of corruption with the feeding of children, reaches the $ 2,241 million pesos, being the cost per portion of $ 80,000 pesos.
This figure is not sympathetic to the reality of thousands of children who suffered episodes of hunger during the first peak of the pandemic.
While the Comptroller’s Office managed this alert, warned the Colombian Family Welfare Institute of the importance of digitizing its processes.
The DIARY obtained these results by contrasting more than 100 thousand forms filled out by hand in all the country. The detailed work of the researchers allowed the creation of an algorithm capable of detecting inconsistencies in these types of records.
In addition, the announcement of the Comptroller’s Office highlighted that many supplier contracts, in the order of $ 12,087 million, still remain undelivered, despite having been made disbursements for compliance with the contract.
