The District Comptroller of Bogotá published in its most recent report that established 86 findings, of which Blu Radio reported, “45 are administrative, 38 disciplinary, 2 criminal and 1 prosecutor for a billion pesos in the process of selecting the controller of the project of the first line of the Bogotá metro”.
According to the document released by the entity, elements of analysis were lacking in the selection process of the firm in charge:
“The Metro Company, In the selection process GT-GCCD-101-2019, it did not carry out an analysis of the essential planning elements that were based on the market study, sector analysis and previous studies, directing the hiring to this single firm, “ the station reported.
According to the Comptroller, This anomaly would represent an “additional cost of 1,048,223,400 pesos and it would mean a violation of the principles of state contracting and the constitutional principles of the administrative function ”.
”It is observed by this audit team that the sector analysis includes, as a market survey, the experience of the selected proponent KONFIRMA, not knowing that these are previous documents, which presumes a targeted selection“, details another apart from the document released by Blu Radio.
This would account for a directed selection that affects the principle of transparency.
“The selection of this contractor should have been based on criteria of objectivity, neutrality and clarity of the technical, legal, economic and financial conditions, that allows an objective choice of the suitable contractor that offers the most favorable offer for the interests of the Administration “, states the Controller in the previously cited document.
Some political detractors of the mayor of Claudia López spoke out about the fact. One of them was his former political contender, Hollman Morris, who told CityNews that “The process has been flawed and it was directed to deliver the project to a tied firm.”
In turn, he assured that “He is doing politics with headlines,” but not with facts, which is why he questioned the progress of the work.
On the other hand, the president of the Bogotá Council, Carlos Fernando Galán, referred to the extension of the project saying that “The debt quota that the administration has is insufficient and more than 4 trillion pesos remain pending”.
On the extension of the Metro line
On November 26, the mayor of Bogotá, Claudia López, and the manager of the Bogotá Metro Company, Andrés Escobar, They announced the route of the expansion of the Bogotá metro, which will reach the town of Suba, passing through Engativá, benefiting the inhabitants of 482 neighborhoods in the northwest of the capital.
After analyzing the environmental impact, the demand for transport in the area and the social benefits, in addition to some criteria for urban revitalization, it was defined that the arrival of the second line of the Bogotá metro is necessary and will be a reality.
The district president affirmed that the study, carried out in the midst of the pandemic, will make it possible to advance the city’s plan to have a multimodal and efficient public transport network.
“Along with the previous 4 years of mandate, the four of this administration and the next ones, we will do, in 12 years, what the country has not done in 70,” said the boss at the press conference last Thursday.
