The third step contemplated the intervention of the Police, who would be equipped with a shield and baton, which could not use stun bombs and dispersal gases. If all this were to be unsuccessful, the members of ESMAD would intervene, who would not be able to use 12-gauge shotguns, the weapon with which Dilan Cruz’s wound occurred.
Despite these protocols, in September a day of violence was re-lived in the city, which claimed the lives of eight people, who would also have died due to police abuses.
