For corruption, the Prosecutor’s Office captures the mayor of Candelaria, Valle

Jorge Eliécer Ramirez He was detained by the Office of the Attorney General of the Nation for crimes denounced by citizens and social leaders of the municipality of Candelaria, Valle del Cauca.

Ramírez, together with officials and contractors, allegedly committed corruption in the planning and execution of projects related to road maintenance and the construction of soccer fields.

With the municipal mayor, the following people were arrested: Oscar Darío Posso Céspedes, who worked as a project formulator and monitored the hiring in Candelaria, Abraham Reyes Andrade, official of the ethnic group office of the municipality Jhonatan Ortíz Booksellers, Infrastructure office contractor, and, José Ulises Asprilla Cárdenas With Jimmy peace, both contractors.

In the middle of the capture procedure by officials of the CTI and the Dijin of the National Police, he fled Wilson Suarez Betancourt, who served as the municipality’s infrastructure secretary, and today he is a fugitive from justice.

The crimes charged to those captured are: Aggravated conspiracy to commit a crime, undue interest in the conclusion of contracts, contracts without legal requirements, falsehood in public and private documents.

The origin of the investigation that led to the capture of the mayor was born in the complaint made by the social leaders of the municipality regarding the irregularities presented in a contract signed in November 2019, whose purpose was the construction of three soccer fields with a battery of bathrooms and bleachers in the townships of Buchitolo, Arenal and Poblado Campestre, inhabited by Afro-descendant and indigenous populations.

The contract established the delivery of these fields within a month, a fact that was never fulfilled and on which there was a budget addition, in addition to the extension of terms, for the contractor.

A second contract, consisting of the maintenance of tertiary roads for access to the municipality, was directed to the same contractor of the fields: José Ulises Asprilla Cárdenas.

Behind your favor, Investigators from the Prosecutor’s Office found that the officials adapted existing regulations to benefit him in hiring, forged signatures and documents, engaged in impersonations and did not control or supervise the assigned contracts.

For these complaints, two social leaders were assassinated, responding to the names of Iván Giraldo Fúquene and Jhonatan Borja Pérez, who exercised citizen oversight to protect public resources that were destined to favor the contractor and filed complaints to stop the corruption that the mayor and officials promoted from the administration.

Both leaders were assassinated on January 30, 2020 in the rural area of ​​the municipality of Candelaria, Valle del Cauca.

The total number of contracts amounts to the sum of 229 million pesos.

The mayor agreed to the requirements of the authority, without filing any action that would evade him from capture.
