The murder of social leaders Iván Giraldo Fúquene and Jhonatan Borja Pérez, on January 30, ended up uncovering what for the Prosecutor’s Office is a network of corruption in the mayor’s office of Candelaria, Valle.
Mayor Jorge Eliecer Ramírez Mosquera, three municipal administration officials and two contractors were captured, charged and sent to a prison for alleged inconsistencies in contracts for the construction of soccer fields and maintenance of tertiary roads.

After the crime of the leaders of Human Colombia, the entire special investigation protocol was activated and the case was prioritized by Prosecutor Francisco Barbosa. Four experienced prosecutors and a group of investigators specialized in corruption issues were appointed. The head of the prosecuting body traveled to the area three times to lead the investigations and evaluate their progress.

network of corruption that occurred in the municipality in recent months.

In addition to witness statements, the Prosecutor’s Office took into account telephone interceptions in which a contractor is heard talking about the bids that had been won and those that they expected from the current administration.
The social leaders Giraldo Fúquene and Borja Pérez alerted in networks, and at the request of different entities and control bodies, several inconsistencies in a contract that had as its object the construction of three soccer fields, one of them in the Buchitolo district.
This work could not be delivered because the mayor’s office did not make studies or designs that would allow the work to be carried out; Furthermore, the land was not suitable for the installation of grass, bleachers were never installed and there was no sewage system that would allow the adaptation of bathroom batteries, as established in the contract.

The Prosecutor’s Office pointed out that the municipal mayor, some of his officials and contractors “did not complete the contract for the construction of three soccer fields, the value of which amounted to 229 million pesos. As the studies were not available, the lack of planning was proven, and not complying with the technical requirements, the contract was extended when the term had already expired, and presumably the resources available to carry it out were invested in other activities. “
Finally, the fields were not built in their entirety and despite this they were received with satisfaction, by document, on June 12.
Subsequently, says the Prosecutor’s Office, those involved in order to financially leverage the previous contract, signed another for maintenance of tertiary roads and would have allocated the resources to try to finish the sports venues. The investigation shows that this contract was in the hands of José Ulises Asprilla Cárdenas, prior to agreement with all those investigated.

In addition to the above, the investigation made it possible to establish that this structure was intended in subsequent months direct contracts for more than one billion pesos that would allow them to keep the resources of the mayor’s office.
“With this action by the Prosecutor’s Office, new acts of corruption were avoided,” said the Prosecutor’s Office.

For its part, the Special Itinerant Group had investigative processes to clarify the crime of the two leaders, achieving the capture of the alleged perpetrator, who was identified as alias Tatauro.

Those arrested were charged with aggravated conspiracy to commit crimes, undue interest in the conclusion of contracts, a contract without legal requirements, falsification in a public document and falsification in a private document.
The detainees did not accept the charges and insisted that they will prove their innocence in court.
The Prosecutor’s Office insisted that the public officials in charge of the pre-contractual and execution stages allegedly favored Mr. José Ulises Asprilla Cárdenas to keep the aforementioned contracts.
For this, they would have resorted to adjusting the existing hiring regulations to benefit him, forged signatures and documents, engaged in impersonations, and did not exercise control or supervision. The inconsistencies would have reached the point of making an alternative to the contract for the soccer fields, when the execution period had ended.
