Later, Parra became one of the most wanted criminals in Zulia, where he was born, and in his country, which led him to transfer his criminal activities to Colombia, Ecuador and Chile.

Indeed, when he hung up his uniform, he became the chief of security for the Meleán, an old Venezuelan criminal family of which ‘Willy Meléan’ – who was killed last Saturday by the police – is the third generation.

The patriarch of this criminal network that today competes to enter the Colombian criminal map is Antonio Meleán. The red circular

Against the ex-military there is a red circular, published on September 27 of last year and requested by Venezuela, for the crime of aggravated robbery.

But the capo and ex-military are accused of having ordered the murder of Benito Cobis, director of intelligence and preventive strategies of the Bolivarian National Guard.

(Also: The two luxurious narcohaciendas seized from a powerful capo).

On October 5, 2018, Cobis was murdered after a hand grenade was thrown at his vehicle, which was also hit more than 100 times by rifle shots. Images of the atrocious crime later appeared on networks.

“The mess with the red circular is that it does not include the crimes he has recently committed. In addition, Chile – where the former military man would be hiding – is one of the countries that does not recognize the Maduro government, and there is a risk that it will not proceed to locate, capture and extradite him to Caracas “, an intelligence officer told EL TIEMPO.
