A capture executed in an exclusive sector of Santa Marta, on September 19, 2019, has just triggered the removal of one of the most influential officials of the Prosecutor’s Office: the delegate for criminal finances Ana Catalina Noguera.
Her departure from that key delegate was recorded after she herself confirmed that two of his “distant cousins” are in line to be extradited for drug trafficking, although he denied having any impediment.

“The impediments work in the fourth degree of consanguinity, second of affinity or first civil, neither of which are held by the two captured brothers, which does not mean that he does not know or have treated them,” he said in his favor.
But the prosecutor Francisco Barbosa ordered her release: he sent her to a prosecutor’s office before the Superior Court of Bogotá and named Luz Ángela Bahamon as her replacement.

The drug cousins are Rafael Enrique Noguera Abello and his brother Enrique Rafael Noguera, now prisoners in La Picota, who were part of a network that Dijín agents tracked for years.
On September 19, 2019, 13 members of the organization were captured for extradition purposes. The Noguera appear on the right side, next to the Dijín officer.
That Thursday, 13 Colombian citizens (including an air traffic controller) and two Mexicans were captured for the crimes of Narcotics trafficking and conspiracy to commit a crime.
Five months later, on Tuesday, February 18, 2020, the Mexican Hadad Facusseh Miguel, designated leader of the organization, was captured.
“The investigation took 2 years and was carried out in coordination with the 14th Special Prosecutor’s Office of the Directorate Against Drug Trafficking, and the anti-drug agency DEA,” a judicial source told EL TIEMPO.

At the time of his capture, Rafael Enrique Noguera Abello, posed as a prosperous farmer of Brahman specimens. And it appeared in official records with licenses to operate mining quarries in Magdalena. In addition, his wife held high positions in Santa Marta.

His cousin, for his part, was linked to a prestigious university.
‘Farrique’
The file against Rafael Enrique Noguera assures that he belonged to a criminal organization dedicated to sending cocaine from Colombia to Mexico, and finally, to the United States. He would have participated in these drug trafficking activities from an unknown date until at least May 30, 2019.
