The Parliamentary Legal Committee voted the amendments on second reading to the Health Law. The texts regulate the measures that come into force after the end of the declared state of emergency, May 13, as well as legislative actions in the event of an epidemic situation. The changes will finally be voted on in plenary.

The parliamentarians decided, by decision of the Council of Ministers, not the Minister of Health, to declare an emergency epidemic. However, this may happen at the suggestion of the Minister of Health, when the criteria and conditions specified in the law are met. The order of the Council of Ministers will be subject to appeal before the Supreme Administrative Court.

During the discussions, Valentin Savov of the Bulgarian Restaurant Association noted that support measure 60/40 does not work and added that the industry would be favored by the postponement of public debts, the reduction of the VAT rate and the increase of the minimum threshold for compulsory VAT registration.

The Ministry of Labor and Social Policy stated that by May 8, more than 10,000 applications for more than 165,000 people had been filed under the measure, and applications for approximately 51,000 people had been processed.

The Parliamentary Committee on Legal Affairs sets the rules after a state of emergency.

Valya Gigova, of the Supreme Council of Lawyers, said that during the state of emergency, 14,000 lawyers had ceased their activities but had not received any kind of help or help from the state, adding that those with a minimum monthly income should receive support. .

In front of the journalists, the Minister of Tourism, Nikolina Angelkova, explained that after May 13, whoever travels to Greece, for example, when they return, will have to be under a 14-day quarantine.
