On July 31, a high school graduate with COVID-19 died at the Veliko Tarnovo regional hospital.
Hristo Denev, 19, died in the intensive care unit after 18 days of treatment from complications caused by the infection. Doctors did everything they could to save him, including transfusing blood plasma with antibodies, but they lost the battle for the boy’s life.
Days after the tragedy, Hristo’s father, lawyer Ivan Denev, publicly expressed his doubts on the appropriateness of the therapy on television and on Slavi Trifonov’s social media and fiercely attacked the doctors.
He even suspects that they are involved in organ trafficking.
Lawyer Denev promised to take revenge and prosecute those responsible for his son’s death. An investigation was launched into his complaint and an exhumation was carried out on August 27 by order of the Special Prosecutor’s Office. The case is expected to be the result of numerous examinations.
Previously, the hospital was asked to be inspected by the Medical Supervision, and the head of the intensive care unit, Dr. Sibila Marinova, insisted that all work as a donation coordinator be verified due to speculation. The results of the inspections are still awaited.
However, the lawyer Denev again chose the TV 7/8 study to accuse MOBAL management “Dr. Stefan Cherkezov” of mismanagement, exhausting the health center through external services, sale of hospital properties for “pretty mini residential complexes “, abuse with funds for the construction of the new hospital building, poor financial situation of the hospital.

– Dr. Filev, why did you decide to respond to the attacks of the lawyer Ivan Denev on Slavi Trifonov’s television?

– Let’s start with the suggestion that the hospital has its own resources to provide laundry, sterilization, food to patients, but pays external companies.
– Regarding the washing of bed and hospital linens – in fact, this activity is currently carried out as an external service. Documentally, the hospital has a laundry unit, implemented with a contract dated March 5, 2013 for the delivery, installation and warranty service of washers, dryers and ironers. The contractor is a union of two companies: Skalni Materiali AD – Ruse and Eskana AD. Although they do not have the right to subcontract under a contract, they have hired the Tarnovo company Eurocommerce – Georgiev. The implementation was accepted without comment by the then executive director of the medical institution.
In late 2013, RHI indicated that the laundry unit was not operating in accordance with hygiene requirements. An inspection conducted by the State Financial Inspection Agency since 2015 found violations and established damages of BGN 40,669. The prosecution has been contacted and the proceedings are pending.
The PFIA report states that apart from the high costs of the washers, they are not intended for hospital laundry. There is also a replacement of the accepted equipment compared to that specified in the contract: the washing machines and the ironing machine are not adapted to work with steam. These circumstances motivated the Board of Directors on July 12, 2016 to decide that this activity should be as an external service. Following a public procurement, a contract was concluded at a washing, drying and ironing service price of BGN 1.10 per kilogram, and the bedding material was provided free of charge by the contractor.
– Who sterilizes medical instruments?
– Contrary to attorney Denev’s allegations, sterilization is not performed as an external service. On July 9, 2013, a construction and repair works contract was signed to change the purpose of part of the laundry in the Sterilization unit. The contractor is the union between “Rock Materials” and “Escana”. The unit has been in operation from 2014 to today. The hospital also has contracts with which it provides services to other medical institutions.
Regarding nutrition, by decision of the Board of Directors of November 27, 2013, it was organized as an external service. These were 2 recipes from the Food Safety Agency. The medical institution was forced to repair the kitchen unit and buy new equipment. This requires more than 240,000 BGN, which the hospital did not have.
Therefore, the board of directors decided to provide food through an external service and rent the premises in the kitchen block.
– Dr. Filev, what is the financial situation of the hospital?
– I do not know from where lawyer Denev got the information that the hospital is in an unenviable financial situation due to mismanagement, but the 6-month income statement data shows that the company has a profit of BGN 782,000 , rhythmically paying its obligations with suppliers and without borsch personnel.
– How do you spend the money to build a new building?

at the hospital. So far I have no help from the state. The sale of two properties through auctions is for a total of BGN 6,014 million, which includes the VAT owed on the transactions.
The hospital has paid VAT in the amount of BGN 987,493 and income tax of BGN 227,949, that is, the actual amount available to the hospital for this sale for design and construction amounts to 4,799 million BGN.

It is designed and built in accordance with the requirements of health facilities, and not like an ordinary apartment block. In it, the wards, which are now in a former hospital, will be able to work comfortably. This requires applying for a low-interest loan of BGN 3.6 million with VAT after a general meeting of shareholders. There is already an urgent need to buy new equipment.
– Is it true that the plots in the north courtyard of the hospital have been exhausted – says lawyer Denev?
– Every literate person, and even more so a lawyer, knows that the sale of real estate in a public limited company is by decision of a general meeting. So far, there is a decision to sell 1 plot of land, in which an unfinished high-rise building has stood with its dangers for years. The remainder is divided into several regulated parcels, each of which, according to the city’s current detailed urban plan, has a denomination of public services and not of housing construction.

I say this with total conviction. And when you are called to throw stones at the medical institution, remember that you are again addressing the doctors, medical specialists, nurses who work there who need help. The hospital has no alternative as a medical center in the area.
