Dhaka: Union Parishads (UP) general elections across the country may be delayed due to legal complications with the publication of voter lists.
Officials in charge of the Electoral Commission (EC) told banglanews that the elections were scheduled to take place from March, but could not start.
Because the updated voter list will be released on March 2. In this case, if the schedule is in February, those who will be included as new voters will not be able to vote. In that case, there will be complications related to the case. Therefore, the UP voting schedule will be released after March 2.
On the other hand, the UP vote cannot start at full capacity due to Ramadan. Therefore, there may be several UP polls in April.
Currently, the number of UPs is 4,463. Of these, 4,321 votes were cast in six stages last time. The remaining 162 were voted on on other occasions.
By law, elections in the UP must be held within 180 days prior to the expiration of the next five-year term from the previous election. The term of the council is five years from the first meeting after the election.
According to the last elections, the electoral period ends on March 21 at 752 UP. 84 UP will end on March 30. The time will end on April 22 at 75 UP. Time will end on May 6 at 743 UP. Voting at 633 UP will end on May 28. The 624 UP term will end on June 3.
The EC has already informed the local government ministry about the possibility of postponing the polls, considering the voter list and Ramadan. In this case, it has been said that there will be a small participation in UP on April 25.
Officials say there is a possibility in the law to delay the vote. In this case, it can be postponed for ninety days.
The UP Elections Law states: ‘If the election is not possible within a 5-year period due to misfortune or any other reason, the government has the power to order the council in question to carry out activities for written order, until the election or not. more than 90 days, whichever occurs first. It can give ”.
In this regard, Election Commissioner Kabita Khanam said: “The voter list CD is supposed to be released on March 2. If this is done correctly, some selections may expire in May. However, the Electoral Commission will make that decision in a meeting.
In the case of the UP elections, we will analyze two issues. First, the month of Ramadan, second, whether the voter list is ready or not. Yes, we can prepare the voter list by combining the updated voter list and the old list. However, looking at the month of Ramadan, we can schedule some elections. In this case, the schedule may be in March. During this period, about 400 UP elections will be useful. But there are doubts whether I will be able to vote in all of them together.
Furthermore, he said: ‘I will not be able to vote in the month of Ramadan. Again, even if the voter list is not ready, we will not be able to vote. If there is no obstacle in these two topics, we will select as many as we can. ‘
On this occasion, the vote will be carried out on a ballot and an electronic voting machine. In this case, the UPs of Sadar upazila may gain dominance.
The last time the EC voted was in 2016 in more than 4,000 PU in six steps. Voting took place on March 22, March 31, April 23, May 6, May 26, and June 4.
