Ibtedayi Madrasa’s independent MPO registration is in process
Education Minister Dr. Dipumani MP said that despite the wish, it was not possible to introduce compulsory technical and vocational education for class VI in 2021 due to the situation in Corona. Our goal was to introduce at least two trades in each of the lower secondary classes in both school institutions and madrasas. So that students can acquire skills with practical learning. However, in 2022 it will be introduced in all kinds of institutions. Preparations are underway for that goal.
He spoke as a keynote guest at a webinar titled ‘Madrasa and Technical Education: What to Do to Achieve the SDGs’ at 2pm Monday. Minister of Education at the seminary. Dipu Moni further said that the madrasa and technical education rate will increase even more in the future. We are building a technical education institute in each upazila. These will be of a very modern quality. Qualified teachers will be hired. It will have several modern trades. “We are also making technical education compulsory in general education and madrasa education so that the population is efficient,” he said. It was scheduled to launch in 2021. But that is not possible in the Corona situation. However, if this situation does not last long, we hope to be able to introduce technical and vocational education in all types of educational institutions in 2022. Steps have also been taken to make at least two technical education trades compulsory in grades 9 and 10.
Emphasizing the implementation of Bangabandhu’s idea of education, the main guest said that he emphasized the national scientific mindset, action-oriented education and practical education. You must have the mindset and the will to adapt to the changing situation. That is why the door and window of the mind must be kept open. Adapt over time and remember that no task is small.
The Minister of Education also said that quality development is required for the expansion of technology. We haven’t hired teachers for a long time. I have taken a great initiative to give that appointment. Teachers must be trained. Standard laboratory, you must have the necessary equipment, etc. In this education, it is very important that the educational institution has a connection with the industrial institution. The government is also working. He said that many people talk a lot about short courses. But we have to go to this education. Because today I’m going to work with a degree. But then I don’t get a chance to get back in the race again and again. Therefore, the career must be divided into smaller modules. You will obtain the title by teaching classes in the short course of the module you need.
The Education Minister said: “We are aware of the problem of the ibtedayi teachers.” Prime Minister Sheikh Hasina is taking the matter very seriously. You have accepted the MPO registration of these madrasas. This is being worked on. They will be registered under the MPO very soon. In addition, we have started work to fix the problems that exist in the case of the MPO registry. In case of change in MPO policy, the subject of ibtedayi madrasa should be included. However, there was no allocation of funds in this sector. We write for money.
The Minister further said that when private educational institutions were registered with the MPO, the Prime Minister had said that from now on, if educational institutions are to be established, they must be established with approval. But it is often seen that educational institutions are established everywhere. He then applied pressure in various ways to gain approval and recognition. Permission to establish an institution for the past several years has been conditional on no one applying for registration with the MPO. But everyone wants MPO. It is true that the financial capacity of the Sheikh Hasina government has multiplied. But even then, if there are going to be educational institutions every day, then the government has to understand how much it can coordinate.
The Minister of Education also mentioned that no student is unemployed after receiving technical education. They are being employed. On the contrary, those who are in another education do not obtain employment even though they are certified. We also have to pay attention to the fact that not everyone is looking for work. You must be an entrepreneur. Many have to create their own jobs. Students need to develop practical skills. There is no alternative in the next few days. So we have to build that attitude.
Speaking as a special guest, Madrasa Education and Technical Department Secretary Md. Aminul Islam Khan said there is a great need to increase institutional capacity. The age in technical education has already been raised so that everyone has the opportunity to learn, in addition, quality education is also very necessary. There is talk of quality education. If education enhances the economic ability, social responsibility and moral enlightenment of a student, then such education can be called quality education. The key issue in technical and vocational education is individual and national development through job creation. Therefore, everyone has to work towards the development of a quality career-oriented education.
The Vice Chancellor of the Bangladesh Textile University, Professor Md. Abdul Kashem, said that the short course of three to six months organized by the Board of Technical Education can employ any student from class VIII to master’s degree. This means that if you complete this course very well, no student will have a difficult time getting a job. Therefore, if quality education is possible in technical education, there is no shortage of employment at any level. So quality education is very important.
The Chairman of the Bangladesh Technical Education Board, Prof. Morad Hossain Mollah said: “The Bangladesh Technical Education Board is working to educate 30% of students in technical education by 2030 and 50% by 2040. Each year between 23 and 26 lakh people enter the labor market This workforce is trained in technical education according to the demand of the industry.
Professor Kaiser Ahmed, Chairman of the Bangladesh Madrasah Board of Education, emphasized equal opportunities for all to improve the quality of madrasah education, improve the quality of life of teachers, expand scholarships, provide opportunities for lifelong learning and launch the department of commerce in the madrasas.
Director Shahjahan Alam Saju said that the educational and teaching community is benefiting from various measures taken by this government in the development of technical and madrasa education. Maulana Shabbir Ahmad Momtaji said that the government has made great progress in madrasa education in the last century. He has established the Arab Islamic University. Under this, the Honors programs at 60 and Masters at 26 are being implemented. In addition, departments and divisions have also been created. There is more to be gained from all of this. It is very important to enroll the teachers of the special independent ibtedayi madrasas in the MPO.
Engineer Abdul Aziz said the government has taken various steps to develop technical education. However, to create adequate manpower in this era of the Fourth Industrial Revolution, the obstacles that still exist in this education must be removed. In particular, four-year diploma degrees are a major obstacle to student growth. However, if the undergraduate course for these students can be done for two years at the university, then the number of students interested in technical education will increase again.
