The Ministry of Education has instructed not to hold the position of “Secretary” in the offices of the two departments of the Ministry of Education. This measure has been requested to be taken according to the circular issued by the Cabinet Division for not holding government positions in the offices dependent on the ministry or department.
Previously, the government took this initiative due to the misuse of the government designation in semi-governmental, autonomous and non-governmental organizations. A circular issued by the Cabinet Division ordered all government ministries or departments to take action in this regard.
Government designations and titles (undersecretary, undersecretary, assistant secretary, additional secretary, secretary, and chief secretary) are determined by a series of government rules. But in several institutions, including the UGC, under the Ministry of Education, there was confusion about the position of ‘Secretary’.
On October 19, the Ministry of Education referred to the instructions of the Cabinet Division and said that in the case of creation of designation and designation in the offices of the Ministry or Department, the official designation and designation is ‘Undersecretary’, ‘Deputy Secretary’, ‘Co-Secretary’, ‘Additional Secretary’, ‘Secretary’. The Ministry has taken the necessary measures to rectify the existing errors / confusion in the previously approved organizational structure.
According to the Cabinet Division circular, the Ministry of Education has ordered to change the designations regulated by the Regulation for the Recruitment and Promotion of Government Officers-2002 and to send a proposal to modify the designation including the applicable designations for office holders. in similar cases according to grade.
The Department of Secondary and Higher Education in the Ministry of Education sent letters to 25 institutions, including the University Scholarship Commission and the Accreditation Council of Bangladesh. This letter was delivered in two phases.
Previously, on October 23, 2019, the Cabinet Division issued a circular on the ‘illegal use of various government titles and titles used in ministries / divisions’.
According to the Cabinet Division circular, various government titles and titles are defined by the Business Rules, 1997, Secretariat Guidelines, 2014 and other rules framed in light of Article 55 (6) of the Constitution. The appointment and promotion of cadre officers to the positions of secretary / superior secretary, additional secretary, deputy secretary, deputy secretary and deputy secretary of the Government is governed by the “ Promotion rules for the positions of deputy assistant secretary, deputy secretary, additional secretary and secretary of government, 2002 ”.
The circular further stated that government designations are being used illegally in various semi-governmental, self-employed bodies / organizations, subordinate offices and attached offices and private offices. The use of government appointments by people who have not been appointed or promoted by the aforementioned rules creates confusion in the minds of the people. It is unethical to use the mentioned government designations outside or through partial changes and is a punishable offense under the ‘Penal Code-160’ and the ‘Government Employees (Discipline and Appeal) Rules, 2018’.
According to the circular, the Cabinet Division has ordered that in the case of creation of designation and designation in the dependent offices of the Ministry / Division, the governmental designation and the designation of ‘Undersecretary’, ‘Undersecretary’, ‘Co-secretary’, ‘Secretary Additional ‘,’ Secretary ”, AND ‘Senior Secretary’ should not be used and the ministry / department in question will take the necessary steps to rectify existing errors / confusions in the previously approved organizational structure.
Officials working in government ministries / departments, joint offices, and subordinate offices are required to use their official seal, identification card, nameplate, documents and website fully and correctly in their respective organizational structures.
The Cabinet Division has advised following the list of contracted officials on the website of the Ministry of Public Administration if applicable at state / national events.
Subsequently, on November 26 of last year, the Cabinet Division also wanted to know the progress of the implementation of the circular.
