He told bdnews24.com on Monday that the BRTA had submitted a proposal following a decision by the Department of Highway and Highway Transportation on whether the registration fee could be lowered below 10 percent of the market price of motorcycles.
“The proposal has been sent to the Ministry of Finance from the road and highway transport department. It is expected to be effective after approval.”
Under BRTA’s proposal, the registration fee for 100cc motorcycles will remain at 7.4 percent of the total price and the registration fee for motorcycles with more than 100cc will remain at 4.9 percent of the price. total.
The rate is based on the capacity of the motorcycle’s engine and the average market price. The average market price of a motorcycle up to 100cc has been set at 90,000 Tk. The average market price of a motorcycle over 100cc has been set at two lakh rupees.
Currently, the basic registration fee for a 100cc motorcycle is Rs 4,200. Along with this, the road tax and other expenses have to be paid for a period of two years at Rs 10,589. The basic registration fee for motorcycles with a capacity of more than 100cc is Rs 5,600. Other expenses 13,590 rupees.
Under the BRTA proposal, the basic registration fee for motorcycles under 100cc will be reduced from Rs 4,200 to Rs 2,000 and the basic registration fee for motorcycles with more than 100cc capacity will be reduced from Rs 5,800 to Rs 3,000.
The BRTA has proposed to reduce the road tax, inspection fee and registration, DRC, supplementary tax to Rs 8,529 for motorcycles up to 100cc and Rs 9,852 for motorcycles with more than 100cc capacity.
As such, the registration fee for motorcycles of 100cc is reduced by 26.90 percent and the registration fee for motorcycles over 100cc is reduced by 26.51 percent.
On October 15, the Department of Highway and Highway Transportation sent the proposal to the Ministry of Finance.
Nur Mohammad said that the motorcycle registration fee in Bangladesh is higher than in neighboring countries. The Bangladesh Motorcycle Manufacturers Association has been demanding a reduction in the registration fee. A letter from the Japanese embassy has also been sent in this regard.
The “Bangladesh-Japan Joint Public-Private Sector Economic Dialogue” was held on August 18 under the chairmanship of the Chief Secretary to the Prime Minister. The meeting decided to keep the motorcycle registration fee within 10 percent of the market price. Based on its decision, BRTA was asked to provide an opinion.
The BRTA said in the proposal that the existing registration fee for various motor vehicles was last rescheduled in 2014 and the road tax was last rescheduled in 2008. It has not been rescheduled for a long time.
“The last time the road tax was set in 2008, it was decided to pay it in 5 installments instead of a 10-year lump sum payment. The first installment is taken during vehicle and motorcycle registration.
“Therefore, only the registration fee can be redefined to set all taxes and fees within 10 percent of the total market value at the time of the motorcycle’s registration.”
According to BRTA, there are 30 lakh 72,534 motorcycles registered in Bangladesh today. The number of motorcycles has tripled in the last ten years. Until 2010, the number of registered motorcycles in the country was 6 lakh 55,514. Motorcycle registration has increased every year. In 2019, 4 lakh 1 thousand 452 motorcycles were registered. Despite the coronavirus epidemic, 2 lakh 46,698 motorcycles have been registered as of October this year.
According to the Bangladesh Motorcycle Manufacturers and Assemblers Association, BMAMA, around 5 lakh of motorcycles were sold across the country in 2019. 80 percent is made in Bangladesh.
BMAM President Hafizur Rahman Khan told bdnews24.com that the cost of registration was higher than the full price of a motorcycle. But the cost of registering a private car is much less than that of a motorcycle. For this reason, they proposed to reduce the registration fee to an average of Tk 4,000.
“The motorcycle registration rate is 14 percent, the private car is about 3 percent. The sky-subway difference. This is an injustice to motorcycle users. Motorcycle users lag behind financially than users of private cars. But they have been charged with the registration fee. That is why we have demanded a reduction in rates. “
Although not as expected, Runner Group Chairman Hafizur Rahman Khan welcomed the proposal to reduce the motorcycle registration fee.
“It’s not how we wanted it to be, but whatever it is, there’s nothing to be unhappy about.”
