Bangladesh is down two steps on the Global Corruption Perception Index 2020. This time, Bangladesh is ranked 12th on the list of the most corrupt countries out of 180 countries. This decrease has been due to the lower score or higher level of corruption in Bangladesh. This Bangladesh position was 14th in 2019; In 2016 it ranked 13th.

However, Bangladesh, as in the previous year, ranks 147th on the list of countries with the highest scores or least corrupt; In early 2016 it was at number 149. This time, the Corona epidemic has cited widespread corruption in the health sector as one of the reasons behind the two-step decline in Bangladesh’s index. Furthermore, abuse of power, lack of justice, lack of expression and accountability have been mentioned as one of the reasons.

Berlin-based international anti-corruption watchdog Transparency International (TI) released the ‘Corruption Perception Index (CPI) 2020’ on Thursday. As part of this, the report was published by Transparency International Bangladesh (TIB) at a virtual press conference in the country.

This time, Bangladesh scored 26 out of 100 scores on the corruption index. In the previous two years, 2018 and 2019, Bangladesh’s score was 26. Bangladesh is the fourth lowest among the 31 countries in the Asia-Pacific region and Afghanistan is the only one of the eight countries in South Asia that is more corrupt than Bangladesh. But this time the most corrupt countries in the world are Somalia and South Sudan. Denmark and New Zealand are the least corrupt countries.

At the press conference, TIB Executive Director Iftekharuzzaman described Bangladesh’s position on the Corruption Perceptions Index as “disappointing”. He said: “Bangladesh has not improved on the corruption index in 2020, but if we calculate from the bottom, Bangladesh has deteriorated two steps. We found this result disappointing. “

“From 2001 to 2005 we were in the lowest position, then the highest score or ranking has steadily increased,” he said. But this time Bangladesh is just ahead of a war-torn Afghanistan of the eight South Asian countries. And Bangladesh is the fourth lowest among the countries in the Asia Pacific region. The report blames the Corona epidemic on several factors, including widespread corruption in the healthcare sector.

The survey ranked 160 countries on a scale of 0 to 100. The country with the lowest score has the lowest score and is ranked as the most corrupt country in the world. This time, the corruption perception index has been used globally from September 2016 to October 2020.

Iftekharuzzaman said that several factors, including the abuse of power, the suppression of the effectiveness of democratic accountability, and the culture of impunity, have contributed to the decline of Bangladesh. Following the coronavirus outbreak, the Crown has been plagued with corruption, a lack of prosecution of corrupt high-profile Rui killers, political influence and irregularities in public sector purchases, and a reduction in freedom of expression in the media. There are also doubts about the effectiveness of the Anti-Corruption Commission. There is corruption in the banking and financial sector.

According to TI, the average score on this index is 43. This year, 53 countries scored 43 or more. Denmark and New Zealand score the most, they have 6 out of 100 points. Somalia and South Sudan scored the lowest of 12. Furthermore, the score of 72 countries has increased this time.

The report said that the scores for 60 countries remained the same and the scores for 48 countries had dropped.

According to TI’s 2020 index, Bhutan has the best position in South Asia. The country is 24th in the ranking with 6 scores, followed by India at 40, Sri Lanka at 94 with 36, Nepal at 117 with 33, Pakistan at 124 with 31, Maldives at 45 with 43 and Afghanistan at 175 with 19. And South Sudan is after Somalia with the lowest score of 12 (13) on the world list. Furthermore, Syria is ranked 16th with the lowest score of 14 (13). Yemen is ranked 17th with a score of 15 (15). On the other hand, Denmark and New Zealand are in the first position as the least corrupt countries with the highest score of 6. Finland is in third place with 65 scores.

Iftekharuzzaman said that the source of information for the 2020 report was 13 international surveys. Data have been collected from eight sources for Bangladesh. However, it did not include any investigation or report from TIB.

Recommendations to improve the location

TIB has also made several recommendations to improve Bangladesh’s position on the corruption index. These include the full implementation of zero tolerance against government corruption, the prosecution of all corrupt individuals regardless of their social status and identity, changes in the culture of considering the state’s position as a license to develop one’s wealth, conflict of interest in decision making and anonymity. ownership in the private sector. Strengthen the legal framework for regulation and increase institutional capacity, increase the effectiveness of responsible institutions such as the judiciary, anti-corruption commissions, law enforcement agencies, administrations and parliaments, and keep these institutions free from political influence, ensuring transparency in the banking and financial sectors, as well as in financial transactions. Participate in the global exchange system, accelerate and expand the right to information through digitization and increase opportunities for the general public, NGOs and the media to be held accountable.

At the press conference it was reported that TI has published the index since 1995. Bangladesh has participated in the survey since 2001.
