Mohammad Irfan Selim, 30th District Councilor (removed), son of MP Haji Selim, established a wireless network center to control extortion, political domination and occupation in the old Dhaka area. Irfan installed a control room like a police force on the roof of the Medina Ashiq tower on Chawk Circular Road in Chawkbazar, a short distance from Chan Sardar Dada’s home in old Dhaka.
The control room had a VHF (very high frequency) device with a sophisticated network system. The Wakitaki base station was installed in the Medina Ashiq Tower and in its own room on the fourth floor of the house. Irfan and his associates used to communicate over a four square kilometer area via walkie-talkies. Thirty-six walkie-talkies were used for him and members of the force to discuss all forms of extortion, political hegemony, occupation, and terrorist activities.
According to the Rapid Action Battalion (RAB), Irfan Selim installed the wireless network system at his home in Old Dhaka two to three years ago to communicate with his own forces. Before the last councilman election, Irfan installed a VHF device and high-power antenna in Irfan’s private office on the 17th floor of the Ashiq Tower in Medina. Irfan brought these devices into the country illegally from abroad. The Bangladesh Telecommunications Regulatory Commission (BTRC) did not have any approval or license to use the black walkie-talkie through a VHF device. Irfan and his cadres illegally used walkie-talkies to dominate and extort money.
According to RAB sources, the police could not identify the communication on Irfan’s own Wallace Wakitki network. Irfan took advantage of this illegal opportunity to control the empire of misdeeds and extortion. To do this, Ifran formed a force box. They all had illegal weapons. Through this, he used to establish fear among the people of Old Dhaka. For this, Irfan has a torture cell on the top floor of the Medina Ashiq Tower on Chalk Circular Road. Those who opposed his views were taken to the torture cell and tortured and intimidated.
Irfan had 12 bodyguards. Among them, Jahidul Islam was a terror of Chawkbazar. There are also reports that the bodyguards were carrying illegal weapons. RAB officials also said there are 35 more cadres paid for control of the hegemonic empire and for the safety of Haji Selim’s family.
Several RAB officials told the media that Irfan used to drink alcohol every night and roam the Chawkbazar area with his two foreign dogs and bodyguards. In old Dhaka there was panic in their movement, but no one said anything out of fear. The RAB has information and evidence about the occupation of different lands in Old Dhaka. Haji Selim and his sons used their paid cadres, as well as the local police, to occupy any land in old Dhaka. They also gave a gift to the Officer-in-Charge (OC) of the Chawkbazar Police Station to be present at the site and help in their occupation.
Lt. Col. Ashiq Billah, director of the RAB’s media and legal wing, said: “Irfan Selim illegally installed the Wakitki VHF base station over his home and private office at his expense to extort money and carry out terrorist activities and domination in the area”.
He said that a total of four cases have been brought against the RAB at the Chawkbazar police station under the Weapons and Narcotics Law and two under the same Law against bodyguard Zahid for two foreign guns and drugs seized from Irfan’s home.
It is worth mentioning that on the night of October 25 in Dhanmondi, a naval officer was beaten and threatened with death. The victim, Lieutenant Wasim Ahmed Khan, filed a lawsuit against a total of seven people, including the victim. Police arrested Mizanur, Haji Selim’s driver, that night. The following day, at noon on October 26, the RAB raided the home of Chan Sardar Dada in Old Dhaka’s Chawkbazar and arrested Irfan on the basis of specific charges.
During the operation, two illegal weapons, alcohol, beer, 36 Wakitki and Wakifki base stations with VAEF devices were seized. Irfan was later sentenced to 18 months in prison by a RAB mobile court for drunkenness and illegal possession of a walkie-talkie. His bodyguard, Jahidul, was sentenced to six months in prison for using Wakitki illegally.
