According to the draft hiring rules, 2,589 Upazila Assistant Education Officer positions will be directly appointed. Regarding hiring, 60% of the positions will be reserved for departmental candidates and the remaining 20% ​​will be filled among the available candidates. The departmental candidates will be the principals of government elementary schools. Departmental candidates must have a minimum of 3 years of work experience as a director.

However, if there is no suitable candidate for the position reserved for departmental candidates, the positions will be filled among the open candidates. Candidates open for direct hire are under the age of 30. However, in the case of departmental candidates, it can be relaxed up to 45 years.

Another term for primary education administration officials is “instructor”. The draft of the new hiring rules says that 355 of the 505 instructor positions at the Upazila / Thana Resource Center will be filled through promotion and 65 percent through direct hiring.

However, if there is no promotional candidate available, it will be completed by direct hire. For promotion, the Upazila / Thana Resource Center Exam School Teacher / Assistant Instructor must have a minimum of 8 years of work experience and educational qualification. The age for direct recruitment is 30 years, but the age of departmental candidates is not mentioned.

The appointment of the URC 505 Assistant Instructors will be in the same manner. However, here too departmental candidates are intended solely for directors. There is no departmental promotion of primary school teachers in the positions of general instructors and instructors of various subjects in 6 PTIs in the country.

Speaking to some teachers, it emerged that an assistant teacher from a post-independence elementary school might have been promoted to the rank of District Elementary Education Officer (DPEO). But as a result of the 1975 Officer and Employee Recruitment Rules, the path of teacher promotion was blocked. Later, when the 1994 PSC Hiring Rules were promulgated, Assistant Teachers and Teacher Principals were able to apply for the position of Assistant Education Officer of Upazila as departmental candidates up to the age of 45.

The 2003 Government Gazette also referred to assistant teachers and elementary school principals as departmental candidates for the post of Upazila Assistant Education Officer and Upazila assistant primary school teachers, principals and assistant education officers as departmental candidates. for the post of Education Officer of Upazila. This will continue until the last appointment.

However, the proposed new integrated recruiting rules did not allow elementary aide teachers to become departmental candidates. As a result, if this rule is implemented, assistant professors will never be able to run for the officer position as a departmental candidate.

According to the Ministry of Primary and Mass Education, the proposed contracting rules are in the Ministry of Public Administration. This naming rule can appear in the cabinet at any time.

Elementary teachers complained that if the new hiring rules are implemented, the promotion of elementary assistant teachers to senior positions will be permanently stopped. Assistant professors are furious after various aspects of the hiring rules appeared on social media.
