Other organizations do not have the position of secretary

Dhaka: The government has taken the initiative not to maintain government positions in the offices of the ministry or department. The Ministry of Education has taken the initiative to change the position of “Secretary” in some of the subordinate institutions as directed by the Cabinet Department.

The cabinet division has also instructed other ministries.

Government designations and titles (undersecretary, undersecretary, assistant secretary, additional secretary, secretary, and chief secretary) are determined by a series of government rules. But in some institutions, including the UGC under the Ministry of Education, there has been confusion about the position of ‘Secretary’. The government has taken this initiative due to the misuse of the government designation in semi-governmental, autonomous and non-governmental organizations.

On October 19, the Ministry of Education, citing a directive from the Cabinet Division, pointed out that in the case of creation of designations and titles in the offices of the Ministry or the Department, the official designations and titles are ‘Undersecretary’, ‘ Deputy Secretary ‘,’ Co-Secretary ‘,’ Additional Secretary ‘,’ Secretary ‘The Senior Secretary should not be used and the Ministry should take the necessary measures to rectify existing errors / confusion in the previously approved organizational structure.

According to the Cabinet Department circular, the Ministry of Education has ordered to send a proposal to modify the designation of government cadre officers under the Recruitment and Promotion Rules-2002 by including the designation applicable to departmental bodies in the same category.

The Department of Secondary and Higher Education in the Ministry of Education has sent letters to 25 institutions, including the University Scholarship Commission and the Accreditation Council of Bangladesh. The Ministry of Education delivers this letter in two phases.

Previously, on October 23, 2019, the Cabinet Division issued a circular on ‘Illegal use of various government designations and titles used in ministries / divisions’.

The circular, signed by Shafiul Azim, Co-Secretary, Cabinet Division, establishes that various government titles and titles are defined by the Business Rules, 1997, Secretariat Guidelines, 2014 and other rules framed in light of Article 55 (6 ) of the Constitution. The appointment and promotion of cadre officers to the positions of secretary / superior secretary, additional secretary, deputy secretary, deputy secretary and deputy secretary of the Government is governed by the “ Promotion Rules for the positions of undersecretary, assistant secretary, secretary additional and secretary of the government, 2002 ”.

The circular further said that government designations are being used outside of the rules in various semi-governmental, self-employed, subordinate offices and attached offices and private offices. People who are not appointed or promoted by the aforementioned rules can use the government designations, which creates confusion in people’s minds. The use of government designations mentioned outside the rules or with partial changes is unethical and is a punishable offense under the ‘Penal Code-160’ and the ‘Rules (Discipline and Appeal) of Government Employees, 2018’.

In the circular, the Cabinet Division orders that in the case of creation of appointment and designation in the offices dependent on the Ministry / Division, the official designation and designation must be ‘Undersecretary’, ‘Deputy Secretary’, ‘Co-Secretary’, ‘Secretary Additional ‘,’ Secretary ‘and’ Senior Secretary ‘. It is not used and the ministry / department in question will take the necessary measures to rectify existing errors / confusion in the previously approved organizational structure.

Officials working in government ministries / departments, joint offices, and subordinate offices are required to use their official seal, identification card, nameplate, documents and website fully and correctly in their respective organizational structures.

The Cabinet Division has advised following the list of contracted officials on the website of the Ministry of Public Administration if applicable at state / national events.

Subsequently, on November 26 of last year, the Cabinet Division also wanted to know the progress of the implementation of the circular.

An official said that government designations are being used in various agencies, including the University Grants Commission, BTRC, BIWTA, Shipping Corporation, Dhaka WASA, BGMEA, BKMEA, FBCCI. They are not members of the cadre service, but government officials must see to the use of their designations. And those who are appointed by the government to the position of ‘secretary’ in these organizations are undersecretaries or lower.

The secretary of the commission in the BTRC is a government official of the cadre service with the rank of undersecretary. On the other hand, the UGC secretary is not a cadre service officer. An embarrassing situation arises when a secretary or additional secretary or assistant secretary of the government attends an event and the secretaries of these organizations also show up.

Because of these complications, the initiative was taken not to modify or use the designation, officials from the cabinet department and various ministries said.
