Dhaka: The Minister of Road Transport and Bridges, Obaidul Quader, said: “How many times have I said about improving the beauty of Dhaka Airport Road, half a century is coming to an end, but the work of politics is not finished.” How many years does it take to write a policy? This department does not have a trained officer! I have reminded the Secretary at least half a dozen times.
I don’t know if he took any notes when I gave him the instructions. I don’t want to talk about this anymore. I pose the question to your conscience.
He addressed reporters after a development activities review meeting with the heads of the Department of Road Transport in the conference room of the Ministry of Road Transport in the Secretariat on Monday (October 5).
Obaidul Quader said: “Recently, I have spoken with everyone in a meeting about the progress of important projects, including 10 zones, BRTC, BRTA, DTCS of the Department of Roads and Highways.” As part of this, today I sat down with the ministry. The Secretary will tell you how much progress I have made in implementing the topics that I have always mentioned or given some instructions in the review meetings. Given that senior ministry officials and heads of departments are present, I would like to say a few words again.
Quader said, I want to talk about the beauty of the road. The new four-lane road is being built, but the road cannot be looked at. Festoon, hanging banner. I can see the banner from a long time ago on the road. The signal-signal is not exactly the same anywhere. Wherever I went, I saw a truck or two with a fire burning in the stove next to it. When I return there is no one else. I am a man of politics, I have no difficulty understanding all this.
He said highway sidewalks should be kept clean and banners and festoons should not be kept. Let me know if someone interrupts. The executive engineer of the department whose roads will be dirty will have to take responsibility. Give clear instructions on this.
Referring to the dumping of garbage on the road, he said that city corporations and municipalities are dumping garbage in various places, including Mograpara, Sonargaon, Narayanganj Link Road, Nabinagar and Chandra. The stench cannot go away. Foreigners also use these roads. So what is your impression? Have you ever thought about it? I ordered the Secretary to sit down with all the corporations and municipalities of the surrounding city, including the Department of the Environment. I don’t know if he’s sitting, I don’t know.
Quader said interested contractors and engineers can no longer avoid responsibility for quality of road work. This is now our top priority. Those who will be monitoring must also be held accountable. I told the secretary to issue a directive on this. So let’s finish the project on time. There are allegations that the project was expanded in collusion with the engineer-contractor. Don’t finish the job on time to increase costs. This destroys financial management and government planning, it is a waste of money. The medium-term budget plan is also at a disadvantage. This problem must be taken seriously.
He added that many spoke of unreasonable delays in acquiring land due to slowness or premature completion of the project. I have found the truth of this statement in many places. Once again, there is a deficit both in being a project manager and in working actively, in coordination. So I am instructing you to adopt an effective plan in this regard.
