Complications between the TVS (Telecom Value Added Service) services of the two mobile phone operators have been resolved. The issue was resolved after a meeting between mobile operator Robi and representatives of Banglalink on Tuesday (December 22) with the chairman of telecoms regulator BTRC, Shyam Sundar Sikder. Even if a temporary solution is found for now, the final decision will be made at the next commission meeting.
According to sources at the meeting, BTRC has made three decisions after meeting with the two mobile operators. As of now, no new TVS service can be provided without a unique password (OTP). Any licensed organization will not be able to compel operators to take over TVS services if they so choose. The two operators will be able to verify if the organization and the organization’s service comply. In addition, operators will be able to increase the monitoring capacity in the TVS service.
An official responsible for one of the operators who attended the meeting said that mobile operators provide some TV services directly to customers. TVS services are also provided through third parties. Third parties who have turned on TVS without sending a one-time password (OTP) have been asked to suspend their services. On the other hand, mobile operators were obliged to provide (take over) the TVS service as soon as they obtained the license from BTRC, but there is no such provision. Operators will be able to verify whether the services of the organization and organization in question are compliant. Mobile operators will also increase their ability to monitor how TVS services are offered, in what process and if customers have any complaints. He said the decision was made in a meeting.
Incidentally, the Robi and Banglalink operators were accused of deducting money by launching the TVS service without the knowledge of the mobile subscriber. On November 12, the BTRC sent a notice to the two operators requesting clarification within seven days. Since then, BTRC has said that the service will stop. According to the operators, they have reached a solution in consultation with the BTRC. The BTRC sent the directive last Sunday and ordered the two operators to inform service providers (content providers or CPs) of the decision. However, the BTRC temporarily reversed that decision at Tuesday’s meeting.
Robi’s corporate and regulatory director, Shahed Alam, said: “We are implementing the BTRC directive to keep the TVS service up and running. In addition to implementing OTP guidelines, operators are not required to provide access to the networks of non-compliant TVS service providers; We will also comply with the BTRC guidelines. We also agree with BTRC’s view that mobile operators should increase their control over TVS operators.
There are 162 TVS companies registered in the country. These companies provide content to various mobile operators, known as TVS.
