If this law is passed, even if a Hajj and Umrah agency commits a crime in Saudi Arabia, it will be tried as a crime in Bangladesh.

A virtual cabinet meeting chaired by Prime Minister Sheikh Hasina on Monday gave policy approval to the draft Hajj and Umrah Management Act 2020.

After the meeting, Cabinet Secretary Khandaker Anwarul Islam told reporters at a briefing at the Secretariat that the Hajj management had been complying with the policy for so long and that there were some difficulties.

“Since 2011, Saudi Arabia has changed its management from Hajj. As a result, many countries have enacted laws. In 2012, the (Bangladesh) cabinet was instructed to enact this law.”

According to the bill, the responsibility for administering the Hajj and Umrah will lie with the government, the cabinet secretary said, adding that if the Hajj agency commits irregularities, it will be investigated and the measures provided by law will be taken.

“If someone goes to Saudi Arabia after the Hajj agreement is signed, the crime will be considered a crime in this country (Bangladesh) and will be tried according to this law.”

Anwarul also said that if Hajj and Umrah agencies commit irregularities, their registration will be canceled and they will be fined.

If the Hajj agencies commit irregularities, their registration will be canceled and a maximum fine of Tk 50 lakh will be imposed. The cabinet secretary said that if the Umrah agency commits wrongdoing, they will face a fine of up to Rs 1.5 lakhs for losing their registration.

“If a warning is given for two consecutive years for irregularities, the license will be revoked for two years.”
