The Bangladesh Bureau of Statistics (BBS) conducted the survey for the first time under the title “Immigration Expenditure Survey”. For this reason, in February and March of last year, they collected information on the families of those who went abroad in those years.
The survey report was recently published on the BBS website. However, due to the epidemic, it was decided not to officially publish it, said Kabir Uddin Ahmed, director and project manager for BBS ‘industrial and labor branch.
Responding to a question, he told bdnews24.com that according to the Bureau of Labor Employment and Training (BMET), the survey was conducted with information from the families of 8,000 expatriates who emigrated abroad between 2015 and 2016.
According to the survey, about 12.5 percent of male workers who applied for loans to go abroad at that time have lost ownership of the collateral by not being able to repay the loans. Among women, the property loss rate is 18 percent. Overall, 12.7 percent of immigrants have lost collateral due to non-repayment of loans.
According to the report, 6 percent of those who went abroad at the time borrowed. These loans are obtained from relatives, NGOs or moneylenders.
In this case, men have gone abroad with more loans than women. 61% of male workers and 57% of female workers have gone abroad with loans.
According to BBS, 41 percent of expats have received money from friends or family. And 26 percent of the money received from family, 20 percent from expatriate NGOs and 15 percent from expatriate moneylenders went abroad with loans.
According to the survey report, a total of 26 lakh 3 thousand people have migrated from Bangladesh to different countries during the period 2015 to 2016. Of these, 75 percent are men and 15 percent are women (4 lakh). 47.5% of these immigrants do not have any type of insurance. And 38.7% of immigrant men and 30.3% of immigrant women have insurance.
According to a BBS survey, the highest income for expats is in Singapore at 47,695 rupees per month.
According to the survey, Saudi Arabia was the main destination for migrants from Bangladesh, both men and women. However, it is more difficult for an immigrant to go to Singapore.
The cost of immigration does not match the immigrant spending set by the government’s Bureau of Labor and Employment Training (BMET). An immigrant spends two and a half times more than what the government requires. And it takes about 18 months to bring in that money.
According to the survey report, the total cost of an immigrant to go abroad is 4 lakh 18,69 rupees. The average cost of migration for a female worker is 1 lakh 102 rupees, and the average cost of migration for a male worker is 4 lakh 61 thousand 7 rupees.
The report said that there was no correspondence between actual spending and spending set by the government. Although 1 lakh 75 lakhs has been tied in Saudi Arabia, in reality the spending is 4 lakh 36 thousand 36 rupees. In Malaysia, instead of 1 lakh 60 thousand taka, you need 4 lakh 4 thousand 448 taka. Although it has been set at Tk 1 lakh 60 to go to Qatar, the actual cost is Tk 4 lakh 2 thousand 46. Although the government has promised to spend 1 lakh 60 rupees to go to Oman, in reality the cost is 3 lakh 8 one thousand 46 rupees.
These costs include airfare to the destination country, training, loan interest payments, employer fees, authorization, visa fees, broker fees, medical transportation, internal, passport, social assistance fees, and skills verification.
In practice, the average cost of an immigrant is two and a half times higher than the cost set by the government.
Even after spending so much money abroad, no deal has been reached with the business organization with 53% of expatriates. Most of those who have signed contracts have been with Singapore-based recruitment companies. Subsequently, Bangladeshi workers signed agreements with companies in Malaysia, Qatar, Saudi Arabia and Oman, respectively.
According to the survey, the amount of money an immigrant spends to migrate to different countries is equal to their average income of 16.6 months. In this case, female workers are ahead of men. It takes an immigrant woman an average of 5.6 months to cover her expenses, but a male worker takes an average of 19 months.
Twenty-seven percent of the expatriates surveyed said they returned to Bangladesh on vacation. 15 percent said they returned after the work permit expired. 13 percent said the chances of getting a job have decreased. And 14 percent said revenue will decline over time.
Furthermore, the average monthly income of a migrant worker after going to the destination country is Rs 29,755. The average monthly income of a female worker is 20,211 rupees, the average monthly income of a worker is 32,542 rupees.
Expats earn the most in Singapore at Rs 47,895. The second highest average income was Rs 29,623 in Malaysia and the third highest income was Rs 29,184.
