Barrister Sheikh Fazle Noor, Mayor of Dhaka South City Corporation (DSCC), has warned against strict legal action if non-mechanical vehicles, including rickshaws and battery-powered vans, are mechanized by adding battery-powered engines.
He spoke at the inaugural registration / renewal / change of ownership function for rickshaws, vans, wheelbarrows, tiled wagons and horse-drawn carriages at the Nagar Bhaban facility on Sunday morning.
Tapas said, ‘The city of Dhaka has been described by many poets and writers as’ City of Rickshaws or City of Rickshaw’. It is our tradition. We are re-registering and refurbishing the slow moving non-mechanical vehicles we have, including rickshaws. Our main goal is to bring order to the road through this.
The mayor of DSCC said that no non-mechanical vehicles other than registered non-mechanical vehicles will be allowed to operate in Dhaka City. As a result, we will determine which path slow vehicles will use and which path fast vehicles will use.
“Through this registration process, slow moving vehicles will be registered just like the rules,” he said.
“This is not just a registration process. This is the first step in the plan to build a vibrant Dhaka as outlined in the electoral manifesto,” Barrister Tapas said. “We will specifically route non-mechanized vehicles and determine their roads and drivers.” As a result, non-mechanical vehicles will enter the transportation system in an orderly manner.
Will the registration of non-mechanical vehicles, including rickshaws, have a negative impact rather than a positive role in reducing traffic congestion? In response to that question, the mayor said: “In my election manifesto, I have given the outline of the construction of a moving Dhaka. I have mentioned in the plan that there will be fast vehicles as well as slow non-mechanical vehicles.”
“Rickshaws and non-mechanical vehicles have not been registered in this city of Dhaka for more than three decades. But is that why rickshaws don’t race in Dhaka? The reality is that rickshaws run in Dhaka and they all run illegally. And putting it on record means putting non-mechanical vehicles under control. We will provide registration to a specific number of rickshaw-vans and non-mechanical vehicles through this program, ”he said.
On the occasion, the mayor collected applications for a horse-drawn carriage and a rickshaw to be kept and displayed in the corporation area on behalf of the corporation.
Dhaka South City Corporation Executive Director ABM Amin Ullah Noori, Director of Waste Management Air Commodore Md. Present were Badrul Amin, Director of Health, Brigadier General (Dr.) Sharif Ahmed, Chief Engineer Rezaur Rahman, DSCC Secretary Akramuzzaman , regional executive officers and senior officers of the Corporation.
It is worth mentioning that the Corporation has already issued a public notice for the registration / renewal / change of ownership of non-mechanical vehicles in the areas covered by DSCC. Interested individuals / institutions can pick up and submit an application for registration / renewal / change of ownership during business hours from September 13 to September 26 at Nagar Bhaban Departments and Purchasing Department and Regional Offices for a fee of Rs. 100 (non-refundable).
