Large irregularities have also been detected in the purchase of various materials, including training manuals and certificates. According to the investigation report, the spending on certificates and manuals was supposed to be shown separately according to the rules, but this was not done. A review of coupons received from various locations shows that Rs 9,000 was paid for the manual for each 30-person training course, Rs 9,600 for training bags, Rs 1,600 for training materials and the cost of transportation for each batch of materials. training was paid to Anisha Enterprise in Mohammadpur. There is no record of how Anisha was hired to provide training materials for such a large amount of money. In other words, two crore 25 lakh two thousand rupees have been spent without any offer. There is no stock entry of purchased goods. In some cases, the invoice has been paid even though the site has not received the training materials.

It is known that for the implementation of development projects issued by the Ministry of Finance, a financial capacity of Taka 3 million has been allocated for training, seminars, workshops and research expenses of class “A” project managers. But in the class ‘A’ ICT project, apart from two assignments in the training sector, it has allocated more than 3 million taka each. According to the rules, the upper house has not been informed about this.

According to sources, the two deputy directors of the ICT project have played an important role in irregularities and corruption in training activities. They were the hartakars of all financial expenses. They had a role in all fields including communication, fees, purchase of goods in each training center.

It was learned that to commit more irregularities and corruption in the ICT project, they took the initiative to acquire educational materials directly from government institutions without DPM (Direct Contracting Method), that is, open bidding.
