Engineer Taksim A Khan, Managing Director (MD) of Dhaka WASA, has personally arranged for the proposal to be sent to the local government ministry for the sixth time. Therefore, an online meeting has been called on Saturday (September 19) afternoon. However, to appoint a WASA MD, a decision must be made after discussing the board meeting. In this situation, say local government experts, no one can call a meeting in this way focused on the appointment of a state organization.
Previously, a notice signed by Dhaka WASA Secretary Engineer Sharmin Haque Amir on Thursday (September 18) read: ‘The 97th special meeting (online meeting) of the Dhaka WASA Board will be held on Saturday 19 September 2020 at 5 pm. Board members have been asked to be present at the meeting.
“The proposal to appoint engineer Taksim A Khan as the managing director of Dhaka WASA for three years has been sent to the local government department,” said the meeting’s only agenda.
When asked, WASA board member and Dhaka South City Corporation 27th district councilor Hasibur Rahman Manik told the Bengali Tribune: ‘You cannot call a meeting like this. The appointment of WASA MD may be on the meeting agenda.
In response to a question, he said: ‘I received the letter on Friday. The issue date of the letter was Thursday. Let’s see what is being talked about today. The decision will be made according to the discussion.
Another WASA member, who spoke on condition of anonymity, told the Bengali Tribune that the process of calling the meeting showed that it was done on the instructions of current MD Taksim A Khan. There should have been a discussion or process about appointing a doctor. Without doing so, it appears that the agenda has been set in such a way that the meeting to appoint Taksim A Khan is being held.
Mostafa Jalal Mohiuddin, a member of the WASA board, could not be reached for comment. He did not respond to a text message later.
Dhaka WASA’s engineering secretary Sharmin Haque Ameer, who called the meeting to ask if the meeting could be convened in this way setting an agenda to submit a proposal for someone’s appointment, did not receive the call. He sent a text message mentioning the subject but did not reply. WASA’s Dr. Taksim A Khan also did not respond.
According to the Dhaka WASA law, the MD is appointed subject to government approval after recommendation or proposal from the WASA board. But the law does not say how many times or for how many years the same person can be appointed to the same position. As a result, Taksim A Khan did not have to resign after being named in the first phase in 2009. After that he got four more appointments. But every time there are reports of irregularities in hiring. The process continues for the sixth time this year. In this case, it has been alleged that the WASA board has committed unprecedented fraud. The Ministry of Local Government is known to have warned the WASA Board about this in the past. But it was in vain.
Adil Muhammad Khan, general secretary of the Bangladesh Institute of Planners, told the Bengali Tribune: “No organization can call a meeting in this way by concentrating on appointing someone to the highest position.” It should be an open discussion. Personal thinking in organizing people with a predetermined agenda will jeopardize the organization. It cannot be in an ideal government system.
