As a result, the government has decided to pay the salaries and allowances of officials and employees of some 2,500 completed and ongoing development projects from the general allocation. This had never happened before in the history of the country. Among these projects are projects from 23 years ago. There is also the fear that other sectors will be deprived if most of the allocation money is spent on salaries and benefits. This information has been known from sources in the Ministry of Finance.

In this regard, Planning Minister MA Mannan told Kaler Kantha: “It is not a big problem where the salary and allowance are paid. The big problem is that the salary does not stop.” In special circumstances, money can be transferred from one pocket to another. It will not be a problem.

According to sources, the budget allocation is for special needs or emergency use. A total of Tk 18,250 crore has been allocated in the budget for the current financial year. Most of these have been assigned to deal with the Corona situation. The government has allocated a total of Tk 10,000 crore in this sector. Of this, the Ministry of Finance will have to spend Tk 8,000 crore to buy the corona vaccine. Of the remaining Tk 2,000 crore, Tk 1,000 crore has been spent on the purchase of oxygen, ventilators and corona equipment. There are another one billion rupees in this sector.

In the current budget for the current fiscal year 2020-21, there is a lump sum allocation of Tk 5 crore for members of parliament. The deputies spend this money on infrastructure development and road construction in their respective areas. There is an allocation of approximately 1,650 crore rupees in this sector. Five billion rupees have been allocated in the budget to deal with any natural calamity. Apart from this, there are another 1,500 crore Tk in other sectors. A salary allocation will be granted to officials and employees of completed and developing projects by saving or adjusting money from these sectors.

According to sources from the finance department, in view of the request of the concerned ministries and departments, it has been suggested that the salaries and allowances of the employees of the projects started from 1998 and ended or are currently running from April to June of this year can be paid from the budget. However, the finance department said that only positions recommended by the standing committee can be exempt from paying salaries and benefits. In addition, the finance department said that only if such officials and employees have been recommended by the proper authorities and are awaiting transfer, the salaries and allowances of such officials and employees should be thoroughly examined on a case-by-case basis. However, it would not be correct to pay salaries and benefits indefinitely from the lump sum.
