First and second class officers in a difficult crisis

[ad_1]

Officers who have entered first and second class positions directly through the Public Service Commission (PSC) are in a multi-faceted crisis with salary increases and promotions. Many don’t get a promotion even after working for 15-20 years. Without warning, he has to earn a living working a stable job. Furthermore, the existing pay scale has created extreme inequality in the salary grade of your antipositions.

As a result, the difference between the ninth and eighth grade salary increase is only one thousand rupees. Furthermore, those who have directly joined the service as second-class officers cannot become first-class officers even after 15-16 years of service. The promotion does not match. Again, after a long wait, some people are promoted, but on the contrary, there is a fear that their salary will go down. Because, the first grade salary grade starts from the ninth grade. The steps that have been taken for the promotion of third and fourth class employees have not been maintained in the first and second class. As a result, meritorious officers hired directly in the ninth and tenth grades are stuck in very poor shape at the salary grade. Those who may not have gotten the job as cadre officers for various reasons, including quota sharing, but there is no possibility of leaving them behind in terms of merit and merit.

An analysis of the top 20 grades on the national pay scale shows that when a fourth-grade employee in grade 20 is promoted to a third-grade position, their pay grade jumps four notches to grade 16. Although the gap in pay increase does not is long. Because, in the existing salary scale, in the 20th grade, the basic salary starts at 6,250 rupees, but even in the 16th grade, the basic salary is 9,300 rupees. However, it takes some time to get promotion from 4th to 3rd class, but promotion from 3rd to 2nd class is available only in 5-6 years. At least the secretariat has that opportunity. When an employee is promoted from third class to officer second class, his salary goes beyond the sixth grade and reaches the tenth grade. Here, however, the salary scale starts at 18 lakhs. But after that, it is not possible to easily promote yourself.

Meanwhile, the salary scale for cadres, not cadres, regardless of first-class officers, starts from the ninth grade. Here the base salary starts with 22 lakhs. However, even if cadre officials are promoted step by step, non-cadres do not have that opportunity. That is why thousands of officers who are not part of the cadre are trapped here. That is the problem here. But many of the victims do not dare to say anything publicly.

Direct recruitment for the second-class AOPO position started through the PSC in the Secretariat from 2004. Initially, the number was low, but is now increasing. Most of them are deserving students from public universities. They were unable to secure jobs in the cadre service for various reasons, including quota limitations. Their number in different ministries and departments is now three hundred and fifty. Everyone who has taken at least 2-3 BCS exams before coming to work. Many passed the written test but couldn’t pass the rest. For that reason, even though they took a second-class job in the secretariat, some of their college groupmates are now undersecretaries. Or you are in a good position in other frames. But sadly, they have been in second-class positions for a long time. Many of these officials told Jugantar: “The gentlemen we work with almost all of us regret our position in the AOPO. At the same time, they also said that he should be promoted to the post of Undersecretary and at least to the post of Undersecretary. They said: “Although we were appointed as AOPO directly through the PSC, the names of those who have been promoted to the second-class post in the secretariat have reached the top of the seniority list.” As a result, the chances of promotion to the post of Assistant Secretary are very low. Therefore, if there are no doubts about our qualifications and merits, then it is important to have a special arrangement for promotion to the post of Assistant Secretary. Therefore, there is no alternative to modify the contracting rules.

Similarly, those who have passed the exam through the PSC and have entered the top-notch positions, such as deputy directors in various office agencies or any other position, are also in big trouble. The reality is that there is no way they can climb the oiled bamboo of the promotion. Somewhere there is a promotional opportunity, somewhere there is not. Again, even if there is an opportunity somewhere, the path to the top echelon after getting the promotion is not written. Many of those victims have told Jugantar that even after working for a long time, they cannot achieve much financially. Of these, the 2009 pay scale is good and bad, but trying to improve the 2015 pay scale has brought you a lot of bad news. Giving a real example of the crisis, an official told Jugantar that the existing salary scale says that one will obtain the 1st highest degree by completing 10 (ten) years without promoting to the same position. If you do not earn a promotion within the next 6 (six) years after earning the first grade, you will earn the next grade in grade eight. “I joined the 9th grade on December 22, 2011 as a first class assistant principal who is not part of the picture,” he said. Currently my base salary in ninth grade is Rs 32,540. According to the current salary scale, I will earn the 1st highest degree on December 22, 2021. The day before I obtain the highest degree, 12-21-2021, my base salary in 9th grade will be 34,160 rupees . The next day, 12-22-2021, when I turn 10, my base salary in grade 8 will be 35,720 rupees. In other words, after 10 years, my salary will increase just to get a higher grade (35620-34160) = 1550 rupees. He said: “According to the previous salary scale, that is, section 8 (8) of the 2009 National Salary Scale, there was a provision of 100 percent selection grade in the ninth grade of 1st class when completing 4 years of service. Furthermore, there was a provision to obtain a higher scale (timescale) after first and second place after completing 10 and 15 years of service in a first class position. If the possibility of obtaining a higher degree (timeline) and the selection degree of the 2009 salary scale had remained on the 2015 salary scale, then 4 years of my service in the first class 9th grade would have been completed on Dec 22, 2015. At that time my base salary was 7th grade Rs 30,450. Upon completing 10 years of service, that is, on December 22, 2021, obtaining the highest first scale (timescale), my base salary would have been Rs 45,330. But at present due to the lack of selection grade and time scale, I (45330-34160), that is, 11,160 rupees, I will receive only the basic salary less. I will get a house rent of Rs 11,160 with a basic salary of 50 per cent and a house rent of Rs 5,560 less.

In total I get 11 160 + 5580 = 1840 less. Also, if I go to the pension on 12-22-2021, I will get 90 percent of the basic salary of Rs. 11160 = (10044/2) = Rs. 5022×230 (pension equal to Rs. If you move to normal retirement at the end work, this gap will widen a lot. So I have suffered a serious loss compared to the 2009 pay scale. Also, since we have no chance for any promotion, it is not about raising pay. This is the true picture of inequality on salary and promotion behind working in 1st class. Outraged officials further told Jugantar that those who have a chance to be promoted in cadre service get promotions. Their pay scale is also changing.

Although there are no positions in the management box, promotion is awarded. Their wages are already increasing and their qualifications are also changing. Recently, another cadre against the creation of supernumerary positions is also being promoted. In other words, it is kept with attachment instead of regular post with promotion.

They said, “For those who join the first-class non-cadre position and don’t get a promotion in their entire lives, this pay gap is the same as for 10-20 grade employees. Therefore, those of us who are working in positions that are not first-class cadres are also suffering due to a lack of selection grade and time scale like grade 10-20. They said that in the current pay scale, the basic salary for the ninth grade is 22,000 rupees and the basic salary for the eighth grade is 23,000 rupees. The provision (!) To go to the 1 lakhs salary increase scale upon completing 10 years of service in the 9th grade of 1st class, which is ridiculous and inhumane. They expected a fair solution from policy makers to resolve this real crisis.
