The government has taken the initiative to legislate for the management of the Hajj and Umrah. For this, the cabinet has approved the draft of ‘Hajj and Umrah Management Act, 2020’. An important issue has been added in the draft of the proposed law to protect pilgrims from fraud. In Hajj’s management, if someone cheats even if they go to Saudi Arabia with Bangladeshi pilgrims, that cheat will be considered made in Bangladesh. Currently, with the Hajj administration, the United States is not punished for the crimes committed by pilgrims going to Saudi Arabia. The government cannot take any action because there is no legal framework. In other words, the perpetrators are acquitted even after they have committed the crime. If the proposed law passes, scammers will be punished domestically for such fraud.
If the proposed law is passed, the Hajj agency registration can be canceled for irregularities and a maximum fine of Rs 50 lakh can be imposed. In the case of Umrah Agency, the registration can be canceled and a fine of up to Tk 15 lakh can be imposed. And if a Hajj agency receives a crime alert for two consecutive years, the license will be automatically suspended for two years.
A total of five issues, including the bill, were approved at a virtual cabinet meeting chaired by Prime Minister Sheikh Hasina on Monday. After the meeting, Cabinet Secretary Khandaker Anwarul Islam briefed journalists on the new cabinet decisions. If the proposed law passes, a fine of up to 50,000 taka will be imposed for hanging billboards, signs or arches on roads without permission. And if an illegal facility is built within the reserve line of the road, a maximum fine of five lakh rupees will be imposed along with two years in prison. Additionally, Prime Minister Sheikh Hasina has also given some instructions on road management.
Quoting the prime minister, the cabinet secretary said that suitable trees should be planted along the road. When the kadai tree is planted on the side of the road, the stems reach the road. The Prime Minister has given instructions to plant such trees so that the stems do not fall on the road. At the same time, there will be roads on both sides of the road, so the Prime Minister has instructed to arrange for rainwater or any water to run down quickly. The Prime Minister also ordered to keep service stations and toilets at certain distances along the road.
By repealing the Roads Act of 1925, new laws are being enacted for the driving of highways, construction, development and maintenance activities, and for the free, orderly and safe movement of vehicles. This will reduce damage to the road to ensure stability and control overload to ensure movement of vehicles.
